MINUTES
1. Call to Order
The meeting was called to order by Mayor Poore at 6:31 PM.
2. Invocation & Pledge of Allegiance
Pastor Bobby Nixon gave the invocation and Mayor Poore led the Pledge of Allegiance
and Texas Pledge.
3. Citizens to Be Heard
(At this time, citizens who have filled out a registration form prior to the start of the meeting
may speak on any topic they wish to bring to the attention of the governing body so long as
that topic is not on the agenda for this meeting. Citizens may speak on specific agenda
items when that item is called for discussion. During the Citizens to Be Heard section no
council action may take place and no council discussion or response is required to the
speaker. A time limit of three minutes per speaker is permitted; the council may extend this
time at their discretion.)
There were no citizens to be heard.
4. Consent Agenda
(All consent agenda items are considered routine by the City Council and will be enacted
by one motion. There will be no separate discussion of these items unless a
Councilmember requests an item be removed and considered separately.)

Councilmember Oates made the motion to approve the consent agenda. Seconded
by Councilmember Recker. All in favor.
5. Presentation
A. La Vernia Police Department- Recognition of an officer
Chief Keil made a Presentation of Commendation to Officer Goolsby for the handling
of a citizen in crises.
B. Presentation from Armstrong, Vaughan & Associates, P.C. regarding the 2023 Audit
Auditor Phil Armstrong gave presentation on FY 2023 City Audit. There were no
issues or concerns.
6. Proclamations
A. Proclamation- San Antonio Livestock Ambassador Committee
Mayor Poore read the proclamation for the San Antonio Livestock Ambassadors.

A. The La Vernia City Council will hold a public hearing at the request of property
owner SMITH, KATHRYN regarding the property located at 13672 US HWY 87
W LA VERNIA, TX 78121, CITY OF LA VERNIA, LOT 114 (4 PIERDOLLA
ADDN U-1), ACRES .5775, Undivided Interest 50.0000000000% concerning
the request for an SUP to allow for Kennel/ Stable/ Animal Boarding/
Housing in the C-1 Zone district

This was tabled by Planning and Zoning due to compliance issues

A. Discuss and consider action on Resolution No. R011124-01 regarding the ballistic
shields grant
Motion made to approve Resolution No R11124-01 regarding the ballistic shields
grant.
Motion made by Recker, Seconded by Gilbert.

9. Ordinances
A. Discuss and consider action on ordinance No.011124-02 authorizing the issuance of
up to $1,250,000 combination tax and limited pledge revenue certificates of
obligation, series 2024; providing for the payment of the certificates by the levy of an
ad valorem tax upon all taxable property within the city and further securing the
certificates by a lien on and pledge of the surplus revenues of the city’s waterworks
and sewer system; providing the terms and conditions of the certificates and
resolving other matters incident and relating to the issuance, payment, security, sale,
and delivery of the certificates
Motion was made to approve Ordinance No. 011124-02 authorizing the issuance of
up to $1,250,000.00

B. Discuss and consider action on Ordinance No. 011124-03 a fee schedule
amendment regarding park fees
Motion to approve Ordinance No. 011124-03 fee schedule amendment.
Motion made by Oates, Seconded by Rabel.

10. Discussion/Action
A. Discuss and consider action on entering into a cost-share agreement with the MDD
for the purchase of tables and chairs
Motion to approve the cost-share agreement with the MDD for the purchase of tables
and chairs.
Motion made by Rabel, Seconded by Oates.

B. Discuss and consider action on moving the March City Council meeting to 03-07-24
Motion made to move the March City Council meeting to 03-07-24 due to TML Mid-
Year conference.
Motion made by Oates, Seconded by Recker.

Donations), §551.074 (Personnel Matters), §551.076 (Deliberations about Security Devices), and
§551.087 (Economic Development), and any other provisions under Texas law that permit a
governmental body to discuss a matter in closed executive session.
The City of La Vernia Council meetings are available to all persons regardless of disability. The
facility is wheelchair-accessible and parking spaces are available. Request for accommodations,
