MINUTES
1. Call to Order and Declare a Quorum
D Recker, J Oates, K Hyland, and C Farmer were present; G Gilbert was absent
The meeting was called to order at 6:00 PM
2. Invocation, Pledge of Allegiance and Pledge of Texas Flag
D Recker led both the prayer and the pledges
3. Citizens To Be Heard
None
4. Consent Agenda
(All consent agenda items are considered routine and will be enacted by one motion.
There will be no separate discussion of these items unless a board member requests an
item be removed and considered separately.)
A. MDD Minutes From the 06-12-25 Meeting
K Hyland made a motion to accept the consent agenda as listed, seconded by C
Farmer, all in favor

A. Update on the 2025 La Vernia 4th of July event
MDD Executive Director Carvajal presents
Stating that we experienced no police issues during the 4th of July festivities this
year. We had 49 parade entries. Vendors started their setup at 2:00 PM. Vendors set
up in the parking lot due to rain conditions, hwover, the staff relly enjoyed this setup
and found it to be helpful. The board concured that they liked this setup. Police Chief
Keil said that the handicap only parking in the other half of the parking lot was also a
favorable idea among the officers. The lot did not fill up, so he inducted he would
enjoy this set up again eenxt year. The staff really enjoyed doing the firework show
before the headline act becauseit broke the exiting traffic into two waves and made
both traffic and shut down of the event easier. D Recker said she didn't enjoy that
and wished we had left the fireworks at the end of the night, it was a mixture of
feelings towards this topic among other board memeebers. Director Carvajal stated
that roughly 9,000 people attended the event.
Directtor carvajal published a survey after the event. The results were as follows:
people enjoyed the parking options and experience, and people asked for future acts
such as Randy Rodgers, Wade Bowen, and Josh Abbott. G Gilbert said that perhaps
we don't need a big act next year, as people seemed just as happy with the small
opening acts, if not more. C Farmer said she is frustrated that the big acts seem to be
bringing in people from out of town and wants the event to be more focused on
entertaining people from our community. Director Carvajal suggests we try three
bands instead of 4 next year. J rates said he enjoyed the addition of the MC this
year, but felt he didn't fit the event's vibe well. The board expressed concern over the
sound crew playing house music between acts, as it has curse words—likewise,
similar concerns over the tw main acts. The board expressed a desire for patriotic
music during the fireworks show.

-Discuss upcoming events (Hoedown and Christmas)
- Discuss Launch La Vernia job fair

J Oates made a motion to adjourn the meeting at 6:27 PM, seconded by K Hyland, all in
favor
8. DECORUM REQUIRED
Any disruptive behavior, including shouting or derogatory statements or comments may be
ruled out of order by the Presiding Officer. Continuation of this type of behavior could result
in a request by the Presiding Officer that the individual leave the meeting, and if refused, an
order of removal.
The Board of the La Vernia Municipal Development District reserves the right to adjourn into
executive session at any time during the course of this meeting to discuss any of the matters
listed above, as authorized by the Texas Open Meetings Act, Texas Governmental Code
§551.071 (Consultation with Attorney), §551.072 (Deliberations about Real Property),
§551.073 (Deliberations about Gifts and Donations), §551.074 (Personnel Matters),
§551.076 (Deliberations about Security Devices), and §551.087 (Economic Development),
and any other provisions under Texas law that permit a governmental body to discuss a
matter in closed executive session.
The Board of the La Vernia Municipal Development District meetings are available to all
persons regardless of disability. The facility is wheelchair accessible and parking spaces are
available. Request for accommodations, should you require special assistance, must be
made 48 hours prior to this meeting. Braille is not available. Please contact the City
