City of La Vernia PARKS AND RECREATION COMMISSION MEETING 102 E. Chihuahua St., La Vernia, Texas 78121 May 06, 2025 5:30 PM MINUTES 1. Call to Order City Administrator Lindsey Wheeler called the meeting to order at 5:30 PM. Kevin Hyland, Debbie Nutt, Walter Scull, Mary Catherine Bower were present, while Francine Antista and Smantha Berlanga Brooks were absent. 2. Invocation & Pledge of Allegiance Kevin Hyland lead the prayer and Pledge. 3. Citizens to Be Heard (At this time, citizens who have filled out a registration form prior to the start of the meeting may speak on any topic they wish to bring to the attention of the governing body so long as that topic is not on the agenda for this meeting. Citizens may speak on specific agenda items when that item is called for discussion. During the Citizens to Be Heard section, no council action may take place, and no council discussion or response is required to the speaker. A time limit of three minutes per speaker is permitted; the council may extend this time at their discretion.) There were no Citizens to be heard. 4. Presentations A. Introductions of City staff and Commissioners City staff introduced themselves. City Secretary Madison Farrow, City Administrator Lindsey Wheeler, MDD Director Felicia Carvajal, Danny Bunte Parks Supervisor. Commissioners introduced themselves. Mary Catherine Bower representing the LVLL, Debbie Nutt representing the La Vernia Chamber of Commerce, Kevin Hyland representing as a Resident, Walter Scull representing the La Vernia Historical Association. 5. Discussion Only A. Commission Goals & Vision Mary Catherine Bower states the park already serves as a gathering place for people inside and outside the city limits. She is excited to see it grow and show we care. Debbie Nutt states she knows the growth rate as a realtor, she wants to see all the residents be heard and help the park grow. Kevin Hyland states we don't have anything for entertainment and knows people flock to the park, wants to be sure we make a difference. Walter Scull states he is proud to have the Veteran's memorial in the park, sees the city limits for more than what it is as the whole school district uses the park. He thinks the park is great but seeing it grow, makes him think it might be getting to small. B. Brief overview of Open Meetings Act / Public records rules/ Conflict of interest reminders City Administrator Lindsey Wheeler spoke on the brief overview of Open Meetings Act / Public records rules/ Conflict of interest reminders. C. Current Projects & Priorities City Administrator Lindsey Wheeler spoke on the current projects and priorities. She stated we currently have pickle ball courts being built, as we received a grant from GVEC, we are getting security cameras placed in the park. We also have replacing the restrooms in discussion, ball filed lighting, we are also writing a grant for our splash pad to be updated. D. Events being held in the park MDD Director Felicia Carvajal spoke on the events being held in the park. She states we have the 4th of July coming up, summer movie series that we partnered with FELPS in full affect, market days, youth market days, national night out, easter, Christmas, Halloween movie night, which all of these are free events. 6. Discussion/Action A. Discuss and consider action on electing a chairperson and vice-chair-person The Commissioner's talked and decided on Kevin Hyland as their chairperson and Debbie Nutt as their vice-chairperson. Kevin Hyland made a motion on electing a chairperson and vice-chair-person, seconded by Walter scull, all in favor. B. Discuss and consider a recomendation on dedicated park benches City Administrator Lindsey Wheeler spoke on dedicated park benches. they want to be sure the benches will be taken care of. They would like us o make a map of where the benches will go, the cost, and style. Walter scull made a motion to come back to this next month after we have gathered all the research, seconded by Debbie Nutt, all in favor. Francine Antista arrived @6:15PM 7. Items Specific to Future Line Items on the Agenda Open meetings training (needs to be turned in), overview of parks dimensions, park budget, youth art in the park, we will meet for 3 consecutive months. A. Discuss and consider a recommendation on park bathrooms 8. Adjourn Walter scull motioned to adjourn the meeting @6:21PM, seconded by Mary Catherine bower, all in favor. DECORUM REQUIRED Any disruptive behavior, including shouting or derogatory statements or comments may be ruled out of order by the Presiding Officer. Continuation of this type of behavior could result in a request by the Presiding Officer that the individual leave the meeting, and if refused, an order of removal. The City Council for the City of La Vernia reserves the right to adjourn into executive session at any time during the course of this meeting to discuss any of the matters listed above, as authorized by the Texas Open Meetings Act, Texas Governmental Code §551.071 (Consultation with Attorney), §551.072 (Deliberations about Real Property), §551.073 (Deliberations about Gifts and Donations), §551.074 (Personnel Matters), §551.076 (Deliberations about Security Devices), and §551.087 (Economic Development), and any other provisions under Texas law that permit a governmental body to discuss a matter in closed executive session. The City of La Vernia Council meetings are available to all persons regardless of disability. The facility is wheelchair accessible and parking spaces are available.
