LACONIA CITY COUNCIL
BUDGET WORK SESSION
JUNE 1, 2015
CITY HALL – CONFERENCE ROOM 200A

CALL TO ORDER:
Mayor Engler called the meeting to order at 7:00 p.m.
RECORDING SECRETARY: City Clerk Reynolds
ATTENDANCE: Councilor David Bownes, Councilor Henry Lipman, Councilor Brenda Baer, Councilor
Robert Hamel, Councilor Armand Bolduc.
Mayor Engler noted that there are were five (5) Councilors in attendance and a quorum is established.
STAFF ATTENDANCE: City Manager Scott Myers, Finance Director Donna Woodaman
DEPARTMENT OF PUBLIC WORKS – DIRECTOR PAUL MOYNIHAN
Director Moynihan advised that Assistant Director Luke Powell and Sanitary Sewer Supervisor Matt
Mooney have joined him this evening to answer any technical questions the Council may have.
Director Moynihan reviewed the capital outlay and improvements, the general public works budget,
solid waste, and Sanitary Sewer Fund. In the course of the review discussion included the public
perception of roadways, expenses for signs, the retaining wall at Lakeport Square, street sweeping in the
Weirs in conjunction with the summer maintenance personnel for the main village districts, sewer rates
with sewer only accounts, and street lighting.
POLICE DEPARTMENT – CHIEF CHRIS ADAMS & CAPT. BILL CLARY
Chief Adams reviewed the proposed budget, including the general budget and Motorcycle Week. Chief
Adams also reviewed the statistical crime information for the last year from the department and the
resources to substance abuse prevention available from the City, as well as community outreach
initiatives and the strategic plan which is in the final year. Discussion included the concerts at
Motorcycle Week, increased cost for additional officers during Motorcycle Week, funding from the
County and State level to help combat substance abuse and Problem Oriented Policing (POP) programs.
Mayor Engler excused himself from the meeting with apologies. Mayor Pro Tem Bolduc conducted the
remainder of the meeting.

RECREATION & FACILITIES – DIRECTOR KEVIN DUNLEAVY
Director Dunleavy reviewed the proposed budgets for the parks and recreation, City Hall maintenance,
Community Center maintenance, Police Station maintenance and capital improvement items.
Discussions included duplicate field maintenance with the school department, additional seasonal staff,
irrigations systems at smaller City parks, fencing concerns at Sanborn Park, tree damage from the
winter, corrections inmate assistance for seasonal times, natural gas consumption and LED lighting, and
the need for a new mower.
ADJOURNMENT
Councilor Hamel moved to adjourn at 9:29 p.m. Seconded by Councilor Lipman. Vote was 5-0 and the
motion passed.
