CITY OF LACONIA - CITY COUNCIL BUDGET HEARING MINUTES Monday, June 20, 2016 - 7:00 PM City Hall - Conference Room 200A CALL TO ORDER Mayor Engler the budget hearing to order at the above date and time. SALUTE TO THE FLAG RECORDING SECRETARY City Clerk Mary Reynolds ATTENDANCE The following Councilors were in attendance: Ava Doyle, David Bownes, Brenda Baer, Bob Hamel and Armand Bolduc. Henry Lipman joined the meeting at 7:10 p.m. STAFF IN ATTENDANCE City Manager Scott Myers, FInance Director Donna Woodaman DEPARTMENT PRESENTATIONS (1) Public Works Mayor Engler congratulated Director Paul Moynihan on his recently announced retirement and thanked him for his many years of service to the City. Director Moynihan was joined at the meeting by Assistant Director Luke Powell. Director Moynihan reviewed the Public Works integration of the Council Goals into the budget process and upcoming year for the department. There was discussion on the welcome signs coming into the City, sidewalk upgrades, the effects of illegal dumping into the water surrounding the beaches via catch basins which can result in the closing of beaches for unacceptable levels of bacteria, mileage of road repairs done each year with a desirable rate being five (5) miles per year, budgeted street repairs for the upcoming fiscal year, addressing roadways of concern for repair, efficient street lighting replacement with LED lights associated with a payback program being offered by Eversource and the sign budget. The solid waste budget was reviewed as well as the Sanitary Sewer Fund. There was discussion of the solid waste costs/recycling initiatives, Winnipesaukee River Basin metering and the unreserved fund balance for the Sanitary Sewer Fund. There were concerns expressed about the remote recycling locations and the contamination happening. City Manager Myers advised that cameras are being mounted near the recycling locations that will hopefully deter the behavior from happening. The bond payment for vehicle replacement as it relates to carry forward amounts from year to year. It was also discussed if the street sweeping could be better managed if the City did the work rather than contracting. Councilor Doyle thanked the department for the job well done over Motorcycle Week. (2) Administration City Manager Myers reviewed the budgets for Administration/City Manager's, Non- Departmental Administration, Special Items, Legal, Records Department/City Clerk, and Elections. (3) Finance Finance Director Woodaman reviewed the budgets for Information Technology, Employee Benefits, Finance Department, Principle & Interest, and Welfare. Councilor Lipman left the meeting at 8:43 p.m. (4) Planning/Code Enforcement/Conservation Commission City Manager Myers reviewed the budgets for Code Enforcement, Planning and the Conservation Commission. The use of CodePal was reviewed and the integration with other departments was discussed as well as the property maintenance efforts that are ongoing within the City. ADJOURNMENT Mayor Engler declared the meeting adjourned at 9:02 p..m. The minutes of this meeting were accepted by the Council at there meeting of June 27, 2016.
