CITY OF LACONIA - CITY COUNCIL MEETING May 28, 2019 7:00 P.M. 5/28/2019 - Minutes 1. CALL TO ORDER Mayor Pro Tem Hamel called the meeting to order at the above date and time. 2. SALUTE TO THE FLAG Councilor Lipman lead the Salute to the Flag. 3. RECORDING SECRETARY Cheryl Hebert, City Clerk 4. ROLL CALL City Clerk Hebert took the roll with the following Councilors in attendance: Bruce Cheney, Henry Lipman, Mark Haynes, Bob Hamel, and Andrew Hosmer Not present: Mayor Engler and David Bownes Mayor Pro Tem Hamel noted five (5) Councilors were in attendance and a quorum has been established. 5. Special budget meeting minutes of May 13, 2019 Minutes of the meeting were distributed to the Council on Wednesday, May 15, 2019. With no corrections or changes submitted to the Clerk, the minutes will be accepted as distributed. 7.B. Regular meeting minutes of May 13, 2019 Minutes of the meeting were distributed to the Council on Wednesday, May 15, 2019. With no corrections or changes submitted to the Clerk, the minutes will be accepted as distributed. 7.C. CITIZEN COMMENTS FOR MATTERS NOT ON THE AGENDA Tara Shore - Read a prepared statement and submitted it in to the record. T. Shore also gave the Clerk a packet of information regarding the start of a Historic District Commission. Jane Whitehead, 245 Pleasant Street - spoke in regards to forming a Laconia Historic District Commission as well as saving the St. Joseph's Church located on Church Street in Laconia Paulette Lockland, Pleasant Street - Expressed her concern with keeping downtown preserved in its historic  Tara Shore - Read a prepared statement and submitted it in to the record. T. Shore also gave the Clerk a packet of information regarding the start of a Historic District Commission. Jane Whitehead, 245 Pleasant Street - spoke in regards to forming a Laconia Historic District Commission as well as saving the St. Joseph's Church located on Church Street in Laconia Paulette Lockland, Pleasant Street - Expressed her concern with keeping downtown preserved in its historic beauty. She feels if the church is razed it will be a huge loss to the downtown area. Jane Wood - has been a part of St. Joseph's since 1973. Mrs. Wood does understand people's connection with the church and also understands the church's concern with what may happen within the church after the sale of the property. She encourages the Council to take a positive view of this subject. Linda Normandin - parishoner of St. Andre Bassett since 2014. She is in support of a starting a Historic District Commission in Laconia. Representative Charlie St. Clair - spoke in favor of the formation of a Laconia Historic District Commission in order to protect the integrity of what is important to Laconia for the future. He feels if the church is razed, what will be razed next, the train station, the Library, etc.? Councilor Hosmer moved to schedule a meeting on June 3, 2019 at 6:00 pm with the Government Operations and Ordinances Committee for the purpose of discussing the formation of a Historic District Commission, seconded by Councilor Cheney; the motion passed with all in favor. Councilor Cheney moved to request to have City Manager Myers write a letter to the Diocese requesting the estimated cost of demolition of the church and the name of the purchaser of that property, seconded by Councilor Haynes; the motion passed with all in favor. 10. Michael DellaVecchia - Seeking reappointment as a regular member of the Planning Board for a three-year term expiring at the end of June, 2022 Councilor Hosmer moved to reappoint Michael DellaVecchia as a regular member of the Planning Board for a three-year term expiring at the end of June, 2022, seconded by Councilor Lipman; the motion passed with all in favor. 11.B. Peter Stewart - Seeking reappointment as a regular member of the Lakeport TIF District Advisory Board for a three-year term expiring at the end of June, 2022 Councilor Hosmer moved to reappoint Peter Stewart as a regular member of the Lakeport TIF Advisory Board for a three-year term expiring at the end of June, 2022, seconded by Councilor Haynes; the motion passed with all in favor. 12. Councilor Cheney asked for an update regarding the Indian Statue at Opechee. City Manager Myers stated the City is waiting on drier weather in order to remove it so as not to damage the track. 19.B. Monthly Economic Development Report City Manager Myers reviewed the report. Discussion was also had regarding the struggle with hiring part time employees for the the Parks and Recreation Department such as life guards. City Manager Myers has appointed Lynn Creteau as a full member of the Board of Assessors. 20. NEW BUSINESS 20.A. Sale of Lot #19 in Lakes Business Park, 270 Hounsell Avenue City Manager Myers explained the purchase of this lot. The sale price was $105,000 and it is for a Distillery of Spirits. Councilor Lipman moved to approve the vote of the Lakes Business Park Commission for the sale of Lot #19 in the Lakes Business Park in the amount of $105,000 and to authorize the City Manager to sign the required documents in connection with the sale, seconded by Councilor Hosmer; the motion passed with all in favor. 20.N. 2019 First Half Sewer Warrant Councilor Haynes moved to approve the 2019 first half Sewer Warrant, seconded by Councilor Lipman; the motion passed with all in favor. 21. Councilor Haynes moved to totally and completely discontinue pursuant to RSA 231:43 the portion of the Route 11B right of way that was previously abandoned to the City by the State of New Hampshire, being that portion of the right of way shown on the plan entitled "Plan Showing New Easterly R-O-W Line of N.H. Route 11B (Endicott Street East)" and fully described in the notice of this hearing. A vote in favor of this motion will eliminate any and all public rights in this portion of the right of way only, and will not affect the traveled way, seconded by Councilor Lipman; the motion passed with all in favor. 22.
