CITY OF LACONIA - CITY COUNCIL MEETING July 12, 2021 7:00 P.M. 7/12/2021 - Minutes 1. CALL TO ORDER Mayor Hosmer called the meeting to order at the above date and time. 2. SALUTE TO THE FLAG Councilor Hamel lead the Salute to the Flag. 3. RECORDING SECRETARY Cheryl Hebert, City Clerk 4. ROLL CALL City Clerk Hebert took a roll call vote with the following Councilors in attendance: Councilor Cheney, Councilor Haynes, Councilor Hamel, and Councilor Felch. Not present: Councilor Soucy and Councilor Lipman Mayor Hosmer noted four Councilors were present and a quorum has been established. 5. STAFF IN ATTENDANCE Scott Myers, City Manager Glenn Smith, Finance Director 6. COUNCIL PROCLAMATION 7. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS 7.A. Regular meeting minutes of June 28, 2021 Minutes of the meeting were distributed to the Council on Wednesday, June 30, 2021. With no corrections or changes submitted to the Clerk, the minutes will be accepted as distributed. 8. CONSENT & ACTION ITEMS 9. CITIZEN COMMENTS FOR MATTERS NOT ON THE AGENDA Scott McWilliam, 61 Pearl St. - Mr. McWilliam is following up with the rules at the local beaches. Mr. McWilliam suggested that the signs could be amended to say "just a friendly reminder." He mentioned also maybe adding more trash receptacles to help with the trash problems. Mr. McWilliam spoke about the new no cooking rule and suggested maybe adding permanent cooking receptacles. Mayor Hosmer noted that the next Parks Commission meeting is next week at 7:00 pm and that would be a good place for those suggestions. 10. Deborah Williams - Seeking reappointment to a regular member position on the Conservation Commission for a three-year term expiring at the end of August, 2024 Deborah Williams was interviewed. 10.B. Roland Maheu - Seeking reappointment to a regular member position on the Zoning Board of Adjustment for a three-year term expiring at the end of August, 2024 Roland Maheu was interviewed. 11. Public hearing for Resolution 2021-15 relative to the NH DES Boating Infrastructure Grant Funding Notice of this public hearing was made available in the June 30, 2021 edition of the Laconia Daily Sun, and posted at Laconia City Hall, Laconia Public Library, Community Center and the SAU. Mayor Hosmer opened the public hearing at 7:13 pm. Hearing no comment from the public, Mayor Hosmer closed the public hearing at 7:14 pm. 14. PRESENTATIONS 15. MAYOR'S REPORT Mayor Hosmer mentioned Nancy Brown, the Administrative Secretary for the City Manager, has had a fall at home and wishes her a speedy recovery. 16. COUNCIL COMMENTS Councilor Cheney would like to see a report from a committee that deals with the State School Property and the north-western portion of the City. City Manager Myers does believe that the committee Councilor Cheney is referring too is the Master Planning Steering Committee. Councilor Cheney would like an overview of the City's progress on the monitoring of the Air BnB's. Mayor Hosmer suggested adding these items to the first meeting in August. Councilor Hamel spoke of the Fourth of July festivities. He thought it went very well. He thanks Councilor Felch for organizing the parade and Director Lovisek and Parks for everything they did. 17. CITIZENS REQUESTS TO COMMENT ON CURRENT AGENDA ITEMS Tara Shore spoke of the Temporary Traffic Orders pertaining to the Sock Hop and Duck Derby. Mrs. Shore is requesting to adjust the parking for the Sock Hop. She is asking for the Council to allow parking on the brick in front of the Mill as well. She would be happy to give up the small parking lot if she could use the brick parking. She said the Duck Derby is also growing and has requested the smaller parking lot. She said the changes are for adjusting the times for when she can get the parking. Councilor Cheney doesn't want to see her give up any parking if the events are both growing. 20. CITY MANAGER'S REPORT 20.A. Financial and Operational Trends Report City Manager Myers reviewed the report. City Manager Myers reviewed the Motorcycle Week revenue and expenses. A document titled MW Revenue and Expenses 2021 was submitted into the record. City Manager Myers has asked all Departments that deal with this event to review their fees and a recommendation will be brought to the Council sometime this fall. City Manager Myers noted that Sue Batstone, the City Treasurer, has given her notice to retire, after working for the City for 12 years. Jeffrey Graham will start in August as our new City Treasurer. Mr. Graham has an extensive accounting background. 21. NEW BUSINESS 21.A. Temporary Traffic Order 2021-08, Belknap Mill Society - Riverside Duck Derby, October 16, 2021 - Request to reserve parking and to waive fees associated with the event Councilor Cheney moved to approve Temporary Traffic Order 2021-08, Belknap Mill Society - Riverside Duck Derby, October 16, 2021, request to reserve parking and to waive fees associated with the event, seconded by Councilor Haynes; the motion passed with all in favor. 21.B. Temporary Traffic Order 2021-09 - "Sock Hop in Rotary Park" - Belknap Mill's request to reserve parking in connection with the "Sock Hop in Rotary Park" on September 10, 2021 and to waive fees associated with the event City Manager Myers reviewed the request and is also okay with amending the traffic order to allow the parking of cars along the brick walkway in front of the Belknap Mill and adjusting the times of the parking. Councilor Cheney moved to approve Temporary Traffic Order 2021-09, Sock Hop in Rotary Park, Belknap Mill's request to reserve parking in connection with the Sock Hop in Rotary Park on September 10, 2021 and to waive fees associated with the event as amended, seconded by Councilor Haynes; the motion passed with all in favor. 21.C. Lakes Region Rotary Club - Request to waive fees associated with the 8th Annual Charity Car Show Councilor Cheney moved to approve Lakes Region Rotary Club's request to waive fees associated with the 8th Annual Charity Car Show, seconded by Councilor Felch; the motion passed with all in favor. 21.D. Request to declare City-owned property on Woodland Avenue, Laconia, NH as surplus Councilor Cheney moved to schedule a public hearing on July 26, 2021 during the regular City Council meeting regarding the declaration of City-owned property located between #59 and #73 Woodland Avenue, Laconia NH, Tax/Map/Parcel 408-247-18, as surplus, seconded by Councilor Haynes; the motion passed with all in favor. 22. UNFINISHED BUSINESS 22.A. Second reading for Resolution 2021-15 relative to the NH DES Boating  Council meeting regarding the declaration of City-owned property located between #59 and #73 Woodland Avenue, Laconia NH, Tax/Map/Parcel 408-247-18, as surplus, seconded by Councilor Haynes; the motion passed with all in favor. 22. Councilor Felch moved a second reading of Resolution 2021-15 relative to authorizing the City Manager to accept, expend, and sign any and all documents for a grant on behalf of the City in the amount of $162,764 for the NH Department of Environmental Services Boating Infrastructure Grant Funding for Laconia Municipal Docks, seconded by Councilor Haynes; the motion passed with all in favor. Councilor Felch moved to approve Resolution 2021-15 relative to authorizing the City Manager to accept, expend, and sign any and all documents for a grant on behalf of the City in the amount of $162,764 for the NH Department of Environmental Services Boating Infrastructure Grant Funding for Laconia Municipal Docks, seconded by Councilor Hamel; the motion passed with all in favor. 23.
