CITY OF LACONIA - CITY COUNCIL SUBCOMMITTEE MEETING
Government Operations & Ordinances

1. CALL TO ORDER
Councilor Soucy called the meeting to order at 4:02 PM
2. SALUTE TO THE FLAG
Councilor Soucy led the Salute to the Flag
3. RECORDING SECRETARY

4. ROLL CALL
City Clerk Gargano called the roll of Councilor Cheney, Councilor Soucy, Councilor Felch
Councilor Soucy confirmed all three committee members were in attendance and a quorum was
established.
Councilor Haynes was also in attendance as the City Council Liaison on the Historic District Committee.
5. STAFF IN ATTENDANCE
Dean Trefethen, Planning Director; Rob Mora, Assistant Planning Director
6. GOVERNMENT OPERATIONS & ORDINANCES (Soucy (Chair), Felch, Cheney)
6.A. Review of the Historic Overlay District current and proposed boundaries
A second reading and Public Hearing was held at the City Council’s June 28, 2021 meeting
regarding proposed Ordinance 2021-235-21.2 amending the outline of the Historic Overlay District. At
that meeting the Council voted down the proposed Ordinance to revisit it at a later date.
Included with this agenda item for the Committee’s review are the following documents:
· Code Section 235-21.2 as it currently exists
· The current version of the Historic Overlay District map
· Ordinance 2021-235-21.2 as proposed, but not yet approved
Councilor Soucy started the discussion with the Committee, and they reviewed the proposed map
with Director Trefethen. The Committee decided they would like to see a list of all the properties
being proposed to be added to the district with a description of each parcel, including what year it
was built, and what makes it have historic significance.
The Committee also stated they’d be going through the current ordinance and will be looking to
Councilor Soucy started the discussion with the Committee, and they reviewed the proposed map
with Director Trefethen. The Committee decided they would like to see a list of all the properties
being proposed to be added to the district with a description of each parcel, including what year it
was built, and what makes it have historic significance.
The Committee also stated they’d be going through the current ordinance and will be looking to
make some adjustments to it.
Director Trefethen passed out the rules and procedures that the Historic District Commission follows
to the committee members.
They next meeting is scheduled for Monday April 25, 2022 at 6pm at Laconia City Hall in Council
Chambers. They will be meeting with the Historic District Commission to discuss this topic together.
