CITY OF LACONIA - CITY COUNCIL SUBCOMMITTEE MEETING
PUBLIC SAFETY
6:30 P.M.
11/21/2022 - Minutes
1. CALL TO ORDER
Chairman Cheney called the meeting to order at 6:30 PM
2. SALUTE TO THE FLAG
Councilor Soucy led the salute to the flag

Chairman Cheney, Councilor Soucy were present
Absent: Councilor Lipman

Kirk Beattie, City Manager; Wes Anderson, Department of Public Works Director; Tim Jubert, Fire Chief
6. PUBLIC SAFETY COMMITTEE (Cheney - Chair, Soucy, Lipman)
6.A. Discussion of Elm Street traffic issues
Superintendent Tucker joined the meeting by phone.
Manager Beattie discussed the 4 options with the committee
1. Leave it alone and do nothing.
2. Kids can exit the school, walk down Elm Street on the sidewalk and be picked up at
Jefferson and Washington Street
3. Have the kids exit out the rear of the school and revamp the walking path that leads to
Bond Beach Road
4. Parents to line up along Jefferson/ Washington Street and have the students walk down a
new path.
Option 4 is the most favorable to the school, the estimate is $15,000.00-17,000.00 to build, this
would not be a road or a large driveway, just a walking path, the minimum width should be 5 feet
minimum so the city can get its sidewalk plow down it.
Councilor Soucy and Chairman Cheney would like to see a path that resembles a road, it needs to
be well lit and they’d like to see fencing on either side.
Superintendent Tucker said that the school is going to reach out to the abutting neighbors to give
them a heads up.

Superintendent Tucker said that the school is going to look into funding options and see if there is
any grant money available. They will look into any needed easements and will make property owner
contact prior to going to the City Council.
Director Anderson noted that Federal Funds bring a lot of stipulations in regards to easements,
slope, ADA accessibility Etc.
Chairman Cheney said the first priority is the walking path prior to making any other drastic changes
on the street or putting in a new roadway.
