1. CALL TO ORDER
Chairman Haynes called the meeting to order at 1:33pm.
2. SALUTE TO THE FLAG
Chairman Haynes led the salute to the flag.

Councilor Soucy, Councilor Haynes, and Councilor Felch were in attendance.

6. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS
6.A. Public Works Subcommittee minutes of June 3, 2024
Minutes were accepted as presented.

7. PUBLIC WORKS (Haynes, Soucy and Hoffman)
7.A. Request to make Howard Street one way and no parking on one side of the street
Director Anderson discussed the request to make Howard Street one way and no parking on the odd
numbered side. Councilor Soucy brought up concerns about Fire trucks being able to make the turns
on the street. There was discussion about the lack of parking with this request and the lots being
affected could make space, but financially it would be up to the owners. Councilor Soucy also had
questions about the back gate at the Brick Front. Director Anderson confirmed it was closed off.
Councilor Felch and Councilor Soucy expressed their support of making the street one way.
Director Anderson discussed the request to make Howard Street one way and no parking on the odd

Chairman Haynes asked for comment from Chief of Police and the Fire Chief. Chief Canfield
expressed his support with the request as did Chief Joubert. Kirk Beattie discussed the process of
whether this were to be brought to the City Council. Councilor Soucy motioned to move this request
to the City Council. Councilor Flech seconded. Then motion passed. This item should be put on the
next City Council meeting for a public hearing.
7.B. Presentation of the 10-year road CIP - Nate Guerette, Assistant Public Works
Director
Nate Guerette, Assistant Public Works Director presented the 10-year budget/projects that are to be
presented to the Capital Improvements Committee. Councilor Soucy wanted clarification if all streets
and roads were to be analyzed. N. Guerette confirmed that yes, they were analyzed. N. Guerette
explained Road Service Rating and trying and reach 80. It’s the most economical and efficient with
the road maintenance fund. There was discussion about how the program to obtain road
maintenance information works. Councilor Soucy raised concerns about some roads that may have
issues underneath not seen from the surface. This program does not look at what is beneath the
surface. This is a helpful tool, but not to be solely relied on. There was discussion about reclaimed
and reconstructed roads. Councilor Haynes asked how these projects were going to be paid for. N.
Guerette proposed a bond. Kirk Beatie discussed the current bond payments. Councilor Soucy
suggested meeting with Kirk and the Finance Committee to talk about future finances and bond
payments. The committee said they liked the presentation and the work is needed, but the finances
are a challenge. Director Anderson asked to be guided on numbers for some of the bigger
projects/asks. The presentation will be presented at the next CIP meeting, and the finalized copy will
be provided to the councilors.
