Minutes were approved by the Land & Building Subcommittee on 12/8/2025. CITY OF LACONIA - CITY COUNCIL SUBCOMMITTEE MEETING Land & Buildings 6:30 pm City Hall - Armand A. Bolduc City Council Chamber Councilor Bogert made a motion to elect Councilor Felch as Chairman, seconded by Councilor Haynes. The motion passed with all in favor. 11/25/2024 - Minutes 1. CALL TO ORDER Chairman Felch called the meeting to order at 6:30 PM. Chairman Felch led the salute to the flag. 2. RECORDING SECRETARY Katie Gargano, City Clerk 3. ROLL CALL Clerk Gargano called the roll of the following committee members: Councilor Haynes, Councilor Bogert and Councilor Felch. Chairman Felch noted that all committee members were present and a quorum was established. 4. STAFF IN ATTENDANCE Assistant Parks and Rec Director Matt Mansur, Councilor Cheney, Councilor Soucy and Councilor Hoffman. 5. LAND & BUILDINGS (Haynes, Bogert, Felch) 5.A. Request from the Laconia Parks and Recreation Commission to name the Laconia Skate Park after Ben Emmond The Laconia Parks & Recreation Department received calls from the public expressing interest in naming the new and improved Skate Park after Ben Emmond. At a Commission meeting the Degara Family formally asked to name the park the “Ben Emmond Skate Park” as a tribute to their family member. Ben was an avid skater and money was donated to the former skate park in his name in lieu of flowers at the request of his family. The money raised in Ben’s name prolonged the use of the former skate park for many years. The Parks and Recreation Department recommends the naming of the Laconia Skate Park the “Ben Emmond Skate Park”. Chapter 205 §205-2 of the City’s Code (attached) requires a vote of the Lands & Buildings Subcommittee to recommend this request to the full City Council. Councilor Bogert made a motion to recommend the Parks and Recreation Department’s request to name the Laconia Skate Park after Ben Emmond, as presented, to the full City Council at a future meeting. Seconded by Councilor Haynes. Discussion: None.  The Parks and Recreation Department recommends the naming of the Laconia Skate Park the “Ben Emmond Skate Park”. Request from the Laconia Parks and Recreation Commission to name the Laconia Community Center gym after Niel Young The Lou Athanas Youth Basketball League (LAYBL) made the request to the Parks and Recreation Commission to name the Laconia Community Center gym the “Niel C. Young Gymnasium”. Mr. Young was involved with the LAYBL organization for 19 years and was president for 9 of those years. He was instrumental in getting the youth basketball league up and running. The league was mainly run out of the Community Center and Woodland Heights Gyms. LAYBL feels this would be a fitting tribute to the man who did so much for the youth of our community. The Parks and Recreation Department recommends the naming of the Laconia Community Center gym the “Niel C. Young Gymnasium”. Chapter 205 §205-2 of the City’s Code (attached) requires a vote of the Lands & Buildings Subcommittee to recommend this request to the full City Council. Councilor Haynes made a motion to recommend the Parks and Recreation Department’s request to name the Laconia Community Center gym after Niel C. Young, as presented, to the full City Council at a future meeting. Seconded by Councilor Bogert. Discussion: Councilor Felch stated that anyone who has lived in Laconia knows Niel and the huge impact he made on our youth. The motion passed with all in favor. 3-0 6.
