Bolduc Council Chamber 2:00 P.M. 8/14/2025 - Minutes 1. CALL TO ORDER Chairman Haynes called the meeting to order at 2:06 PM 2. SALUTE TO THE FLAG Councilor Hoffman led the salute to the flag. 3. RECORDING SECRETARY Hilary Young, Administrative Assistant to the City Clerk 4. ROLL CALL Ms. Young called the roll of the following committee members: Councilor Haynes, Councilor Hoffman, and Councilor Soucy. Chairman Haynes confirmed that all members were in attendance, and a quorum was established. 5. STAFF IN ATTENDANCE Wes Anderson, Public Works Director 6. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS 6.A. Public Works Subcommittee meeting minutes of December 18, 2024 Councilor Soucy made a motion to accept the public works subcommittee minutes of December 18, 2024, the motion was seconded by Councilor Hoffman. Discussion: None. The minutes were approved 3-0. 7. PUBLIC WORKS (Haynes, Soucy and Hoffman) 7.A. Request to improve the Do Not Enter controls at the intersection of Pleasant Street and North Main Street Due to southbound rush hour traffic using Pleasant Street as a route around the Downtown, the City Council approved a do not enter restriction on Pleasant Street at the intersection of N. Main Street. Pleasant Street from Havenwood to approximately 40 feet away from its intersection with N. Main Street remained two-way traffic. The last 40 feet were striped as one way traffic. The number of drivers ignoring the do not enter signs has increased. This has resulted in Pleasant Street residents requesting improvements to traffic control at the intersection. There are four engineering options. Option 1: Mill off the double yellow line striping between Havenwood and N. Main Street to its current Street remained two-way traffic. The last 40 feet were striped as one way traffic. The number of drivers ignoring the do not enter signs has increased. This has resulted in Pleasant Street residents requesting improvements to traffic control at the intersection. There are four engineering options. Option 1: Mill off the double yellow line striping between Havenwood and N. Main Street to its current transition to one-way traffic. Retain Pleasant Street as a two-way road up until its current transition to one-way traffic: Analysis: Since most of the commuters live in the region, once they determine that it is still a two- way road the number of drivers who ignore the signs will return to their current levels. Option 2: Make Pleasant Street one-way (northbound) from Havenwood to N. Main Street. Required modifications: - Mill off the double yellow lines on the pavement in this area. -Add a one-way traffic sign to the posts with the Do Not Enter signs -Add one-way signs at the intersection of Pleasant and Havenwood. Impact: - Residents of 10 houses would have to go north to Main Street to go south to another location in the City. -Solid waste collection. All the containers will have to be placed on the odd side of the street as Casella will only be able to drive north in this area. Analysis: This option will most likely have the desired effect on reducing the number of drivers ignoring the do not enter signs. Option 3. Put a large concrete structure in what is the southbound lane at the intersection of Pleasant and N. Main Street Required modifications: -Remove the double yellow lines on Pleasant Street from Havenwood to North Main -Place a series of contract structures such that the length of the structures in the lane is sufficient to convince drivers to not take the chance of being caught or getting into an accident. Analysis: May reduce the number of drivers who are ignoring the do not enter signs. However, locals who know what we have done may just go around the structure. This increases the likelihood of an accident. The City could be found at fault. Option 4: Remove one lane of pavement between the driveway of 456 Pleasant Street and the intersection of N. Main Street Required modifications: -Remove pavement and turn the area into grass. City would have to mow this area unless the property owner of 456 Pleasant Street agrees to mow the additional grass area adjacent to his property. -May have to add curbing to the area where the pavement was removed. - Add a one-way traffic sign to the posts with the Do Not Enter signs.  property. -May have to add curbing to the area where the pavement was removed. - Add a one-way traffic sign to the posts with the Do Not Enter signs. Analysis: This option will most likely have the desired effect on reducing the number of drivers ignoring the do not enter signs. Analysis of options: Option 2, one-way from Havenwood to N. Main and Option 4. removing one lane of road from the driveway of 456 Pleasant to N. Main are most likely to have the desired effect. Option 4 will cost more than option 2. Public Works recommends that we have a meeting with the abutting property owners to obtain feedback on the options before proceeding further. Discussion: The committee discussed the 4 options presented by Director Anderson. Councilor Hoffman stated that he knows that one property owner wants something changed as they have almost been hit multiple times leaving their driveway. Councilor Haynes is concerned of sign pollution. Councilor Soucy suggested a police detail at that intersection. The committee ultimately agreed that they would like input from the abutting property owners before any decisions were made. Councilor Soucy made a motion to have a public hearing onsite with the abutting property owners, the motion was seconded by Councilor Hoffman. Discussion: Director Anderson stated that he will notify the abutting property owners and will plan for the first week of September in the early evening hours. The motion passed with all in favor. 3-0 8. Any other business that may come before the Committee 9. ADJOURNMENT Chairman Haynes adjourned the meeting at 2:32 PM.
