CITY OF LACONIA CONSERVATION COMMISSION Wednesday, September 21, 2016 - 6:00 PM, City Hall - Conference ROOM 200A I. Call to Order Chair, Dean Anson called the meeting to order at 6 p.m. Call to order: Deb Williams, Lisa Morin, Dick Christopher and Chair Dean Anson Members absent: Mike Foote, Marnie Schultz Staff present: Kalena Graham Review of minutes: July 6, August 17, and September 7, 2016 meetings will all be accepted at the October 5 meeting II. New Business: 1. 61 Pendleton CUP: Steven Smith was present representing John Remington for 61 Pendleton conditional use permit application. The CUP is for Lot 8 of the Beechwood development, to build into the 75 foot Wetland buffer. October 7, 2014 the planning board approved the same application. The dates have expired so a new application was needed. Originally, the cluster development was approved in 2003 when the buffer was 30 feet. At the October 1, 2014 Conservation meeting, the commission endorsed the application with some conditions. Steve Smith mentioned that no changes have been made from the October 7, 2014 approval and he has used the same plan and the same standards. Wetland buffer changed in 2008. At the planning board meeting the applicant asked for a footprint envelope of the building to be allowed in case the buyer wanted to build a smaller building than what was proposed and that request is still stands. The TRC committee had no issues. Public Works noted that Remington the property owner has done the substantial job and maintaining the Wetland in the area. Motion to make the same recommendation as was done on October 1, 2014 and approve the lot layout made by L. Morin, seconded by D. Williams. D. Christopher agreed and there was no discussion. The motion passed 4-0. 2. CUP review-Long Bay Lot 206 Trail’s End The Trails End CUP the lot is in Long Bay along Willow Pond there has been change from 50 foot Wetland buffer and the applicant would like to put in a 30-foot buffer this will go to the November planning board. Comments have been made by the Conservation Commission to the planning board. 3. Lake Winnisquam Watershed meeting Sept: The lake Winnisquam Watershed will be holding a workshop at the Winnisquam marina on Friday from 5 to 7 p.m. The website is winnisquamwatershed.wordpress.com. Lisa will forward the email to the board. The committee is looking for comments on their website. The goal of the Winnisquam Watershed Network is to unify the efforts on the lake. 4. Water sampling - There has been no water sampling done since Scott left so there are no results. Anson reached out to Pat Tarpy; neither have the time. L. Morin suggested reaching out to Sarah Steiner from Des to ask for help. Dean will call Sarah. 5. D. Anson mentioned Evan Rathburn will be starting on October 3 as the new conservation technician. 6. The zoning ordinance change / Edition from Council to planning board. Planning board asked all other boards to review the proposal and give written comments back to the planning board. There was discussion from the Conservation Commission on the issues of the new change. Some concerns where that there is no requirements for permeable pavement, utility impact, impacts are more than just along the corridor area, concerned about the new Green Space comma they don't want it to look like Boston, numerous streams would be affected, there's concern about Public Works keeping up with the development, Dean would like to speak with the water department to see if water is able to be up there and can handle it, concerned about the impact on the fire department, wondering if there is an architectural code on buildings that will be a hundred feet tall, they don't like the idea of piecemeal development like what has happened down the street, this will affect the drinking water supply, the Conservation Commission questions whether there is a sufficient amount of time for this proposal to be looked at. It will have a big impact and the timing excludes taxpayers. The Conservation Commission is against the expedited process because of the points made. They will submit a preliminary discussion letter that will point out all of this to the planning board. There was a question if Meredith has any concerns about this as it will affect them as well. There will also be impact on the transfer station. III. Old Business Milfoil subcommittee update: There has been no change on the millfoil Lake Host project -Deb Williams said the season is finished on the boat ramp and will draft a letter Paugus Bay Milfoil Removal – Suzanne Perley has been sick and nothing to report Update on 30-foot waterbody buffer research and presentation to City Council Non-Public Session with City Council concerning land acquisition per RSA: 91: A: II (d)–(roll call vote required) D. Anson moved to go into nonpublic session at 9:22 p.m. for RSA 91a 2D all voted in favor. The conservation came out of nonpublic session at 7:58 p.m. with all voted in favor. IV. Liaison & Sub-Committee Reports: 1. Permit Sub-Committee review and updates V. Other Business: Subdivision/ Site Plan update Construction site monitoring VI. Commissioners Comments Messer Street Boat Ramp – owned by Eversource so Deb will talk with them to do shrub plantings, move porta potty and build and install kiosk: Deb hasn't heard from Eversource so there has been no change.  CITY OF LACONIA CONSERVATION COMMISSION Wednesday, September 21, 2016 - 6:00 PM, City Hall - Conference ROOM 200A Karen Barker will be invited to the October 5th meeting to talk to the Conservation Commission and give Insight on what Laconia should consider regarding the Lakes Region Facility property. D. Anson will call Matt Lahey about the state school and he can give the Conservation Commission perspective on the value of the property. D. Williams said the old Ash site looks much better and has been coming together. VII. Adjournment Motion to adjourn made by L. Morin, seconded by Deb.
