CITY OF LACONIA CONSERVATION COMMISSION Wednesday, October 19, 2016 - 6:00 PM, City Hall - Conference ROOM 200A I. Call to Order Chair, Dean Anson called the meeting to order at 6:05 p.m. Call to order: Deb Williams, Marnie Schulz, Dick Christopher, Michael Foote and Chair Dean Anson Members absent: Lisa Morin Staff present: Evan Rathburn (Conservation Technician/Planner) Review of minutes: October 5 meeting minutes. October 5th minutes Deb would like to change the draft of the minutes such that the non-public minutes are taken out. She would also like it to be noted in the draft minutes that Marnie suggested the low bush blue berries. Dean would like added that it should also be added that they discussed planting related seeds that do not require much soil. Deb moves to accept the minutes with corrections Marnie seconds All in favor: All say “Aye” II. New Business: 1. Lake Winnisquam Watershed meeting a) Dean says that he talked to the planner from Meredith. Two groups: LRPC which is gathering reports from towns/cities and NH Lakes which is gathering data from municipalities around the lakes. Dean says that UNH and DES aren’t communicating well. John Edgar is working to get all sampling data together. November 3rd is LRPC meeting on water quality and milfoil. Deb asks how many ConsCom are around Winnisquam. Dean states: Belmont, Sanbornton, Meredith, Tilton, Laconia and New Hampton (not directly involved). 7 locations in Laconia that have been sampled for water quality. John is figuring out who is using sampling locations. Deb suggests that when all the municipalities get together, they should decide who will do all the testing in one round. Some municipalities hiring someone to do sampling. Deb thinks it would be a good idea for the one round of sampling. Dean says Amy Smagula is going to update milfoil plan for Winnisquam. 319 grant is in preparation. LRPC is on 3rd and is for Planners at 2PM. NH Lakes is having a meeting on same subject on Nov 4th at Winnisquam Marine from 5-7.  CITY OF LACONIA CONSERVATION COMMISSION Wednesday, October 19, 2016 - 6:00 PM, City Hall - Conference ROOM 200A 2. Water Sampling – Lakes and Tributaries b) No comment from ConsCom Tech Evan. Marnie says funding will make a difference and Dean says Planning should discuss the subject for the next season. Dean says Winnisquam might loan out boat for technician to do water sampling. 3. Review and Comment on Weirs Beach zoning change c) Mike says that the council has put project to planning board with the task of putting out a public meeting and discussing points that the mayor has regarding the new zoning area. The mayor wants to promote commercial development in that corridor and restrict residential in the area. One point is a 400 foot setback from the center. He has also presented are 60 ft. limit to 100 ft. limit in terms of height and a 0% greenspace policy. One thing to think about is the lot sizes. Meeting will be noticed for public discussion of subject at next meeting. Before a decision is made, the land use chapter of master plan should be consulted. Area is commercial resort zoning. We do not want an area that is like the Jersey Shore. 4. New England Storm Water Forum on Nov. 15 through Nov. 16 in New Durham d) Technician Evan is going to this event. No other ConsCom member is going. 5. Pumpkin Fest on October 22nd e) No comments. III. Old Business 1. Milfoil subcommittee update: a) The plan that Amy Smagula has prepared was received by Suzanne Perley. 2. Update on 30-foot waterbody buffer research and presentation to City Council a) Dean is having a meeting at 6:30 on Monday, the 24th about the 30 foot waterbody buffer. IV. Liaison & Sub-Committee Reports: i. Permit Sub-Committee review and updates – No update ii. Agricultural Subcommittee – Dick attended a meeting about the State School. V. Lot #206 at Trails End Lane i. Technician Evan brought up the subject of Lot #206 at Trails End Lane and distributed copies of the plan to the commission members. The commission members reviewed the plans and heard the reasoning that the applicant had for not planting the trees and keeping the 20 foot setback, both of which were relayed through the technician. After discussing the reasoning that the applicant has, the commission decided to keep the 30 foot setback recommendation and planting recommendation because of precedence in regards to the adjacent lots. VII. Adjournment Motion to adjourn made by Mike, Dean seconded.
