CONSERVATION COMMISSION MEETING
January 18, 2017

a. Review of the January 4 , 2017 minutes
b. Lisa makes a motion to accept the minutes.
i. Deb seconds.
ii. All “Aye”.
Dean had a meeting with Scott Myers and Suzanne Perley about the budget. 50,000
dollars were not taken out. Dean says that a discussion took place about having the
50,000 be in a line item for milfoil. 50,000 will be replenished when property comes
out of current use.
Lisa makes a motion to make a one-time move to take 50,000 dollars out of
the line item currently containing 250,000 dollars that is accumulated from
when property comes out of current use to a milfoil line item for the funding
of milfoil management activities including preventative measures such as
Lake Host programs, weed watchers, education, treatment, and removal.
o Deb seconds.
Discussion that the city council is the one who takes the money out of the account
and needs to notify the public. The money can stay in the conservation account that
contains the 250,000 dollars. The city council has to approve. Technician Evan will
look into how many properties have changed current use.
Lisa withdraws her motion.
Dean will tell Scott Myers that Conservation Commission doesn’t want to make a
decision right now.
Discussion takes place about the current position that DES, Suzanne Perley, and
Water Department has is to treat the milfoil in areas A and B with 2,4-D and wants
to do the diving areas that have been identified. Dean met with everyone today and
Erica Blizzard wants her area to be treated with 2,4-D and that she will pay a
portion of the cost. Xmas Island (hand pull), Channel Marine (2,4-D), and
Spinnaker Yacht Club (hand pull) will be contacted to contribute to the milfoil
removal effort. Amy Smagula will come and talk about using 2,4-D with areas A
and B and the rest will be hand pulled. DES will hire an accredited lab to test water
for samples of herbicide. Dean suggested that they split water samples Solitude has
taken, test them, and then compare the results to each other. The Water Board
talked about the milfoil and they revealed that they have only 1 day worth of water
if the City of Laconia fills all the reserve tanks to use if anything goes wrong with
the areas the 2,4-D will be used in. Dean is going to contact Pete Besler at Solitude
with questions such as when, where, and how long is Solitude going to test the
water.
Technician Evan will send in check for WLA.
Dean opens up a discussion and states that Lisa and he went to the WWN meeting
that recently was held.
Dean explains what took place at the WWN meeting. The next meeting is in March.
Dick and Lisa met with Amy from Parks and Recs about the Adopt A Spot and
Pollinators. DPW makes the signs. Dean talked to Luke and Luke will ask his kiosk
builder about making.
Lisa makes a motion to adjourn at 6:52 PM.
