CITY OF LACONIA CONSERVATION COMMISSION MEETING March 1st, 2017 6:00 PM, CITY HALL, ROOM 200A SECOND FLOOR OF CITY HALL 45 BEACON STREET EAST Call to Order (Roll Call) (6:00 PM) Commission Members: Dean Anson, Marnie Schulz, Lisa Morin, Dick Christopher, Deb Williams a. Review of the February 1st, 2017 minutes b. Deb makes a motion to accept the minutes with changes. i. Lisa seconds. ii. All “Aye”. Dean says that the only thing that he knows is that a new meeting is going to be set up for WWN. No one has heard from the WWN and Lisa suggests that the Commission let WWN get their bearings before going ahead with action. Deb wonders if there is anyone in the municipality that the Commission needs to report back to directly to about actions they take aside from Planner Evan. Dean says that he has talked to John Edgar and that they talked to the state and decided to follow the State of New Hampshire’s lead on water sampling. The state will ask the City to test areas such as where the river comes into the lake and the Ahern Forest area because of its proximity to the State School property. Dean thinks that sitting back and waiting for a cue is the best decision. Deb also thinks it’s a good idea so that when action is requested they can go over aspects such as who will pay for the testing etc. Discussion is brought up about the Soak Up The Rain project. Lisa would like to do a site visit to the areas that already have Soak Up The Rain areas. Dean would like to also include Adopt A Spot in the GPS inventory too. Lisa says that the BCCD will buy the equipment to do the inventory. Evan will make up the maps when the point data has been collected. Planner Evan will look for the Storm Water Regulations draft. Planner Evan will send list of potential Brownfield Sites to Dean from Sanborn Maps. LRPC has selected 3 consultants to perform Brownfields visits. Dean informs the Commission that Luke Powell is going to retire at the end of the year. Deans says that river cleanup will begin in the middle of July. Dean will get the sampling info for Winnisquam and will give to Deb to pass off to Amanda Bridges. Dean will ask Luke about building a Kiosk for the Eversource boat ramp. Dean asks who puts the porta potty and Deb answers that Parks and Rec oversees it. Lisa submitted a proposal to NHCF for 4,850 dollars. She submitted it for trees, flower plugs, parks for trees, and Adopt A Spots. Dean had a meeting with Suzanne Perley and she informed him that she is frustrated with the State in regards to 2,4-D. Deb says that NH Lakes has put out grants for Lake Host Positions. 300 dollars for a due to NHLakes.org. Lisa makes a motion to renew the New Hampshire lake host membership Dick Seconds All “Aye” Dean starts a discussion about the Government wanting to reduce funding to the EPA. Lisa makes a motion to adjourn at 8:15 PM. Deb Seconds. All “Aye.” Meeting adjourns.
