CITY OF LACONIA CONSERVATION COMMISSION MEETING MINUTES July 19th, 2017 6:00 PM, CITY HALL, ROOM 200B SECOND FLOOR OF CITY HALL 45 BEACON STREET EAST Call to Order (Roll Call) (6:00 PM) Commission Members: Lisa Morin, Dick Christopher, Deb Williams, Marnie Schulz, Michael Foote, and Staff Evan Rathburn Guests: Brian Pratt, Bob Pollock, Tracy Tarr, Kurt Nelson, and Donna Keeley. D. Williams states that the Commission will hold off on approving minutes until the end of the meeting. 38 Eastman Shore Road North Wetland CUP The 38 Eastman Shore Road presentation begins. The representative for the project gives a brief overview of what the project will consist of. D. Christopher inquires where Eastman Shore Road is located on the plans. The representative explains where Lake Winnisquam and Eastman Shore Road are located on the plans. The rep. explains where all the buildings are on the property and what the applicant wants to do overall with the project. D. Williams inquires whether the stream on the property is a stream or a culvert. The rep. explains that the DPW director testifies that water does indeed flow down the stream when water is present upstream. The rep. gives an overview of what the Zoning Board decreed on their previous meeting in relation to the project. L. Morin states that it might be a benefit for the applicant to improve the drainage stream for the future. D. Williams inquiries about the landscape around the stream. The rep. states that the landscape is woods. L. Morin asks about snow storage and the rep. gives an estimate where the snow storage is going to be located. The representative states that porous pavement will be used for the driveway. He also explains that the property also is fed by a well for a water supply. The representative gives an explanation to M. Schulz how the water from the driveway will be dealt with. D. Christopher asks about the orientation of the well close to the leach field and the rep. states that the applicant is applying for a waiver from DES for placement of the leach field that releases DES from responsibility if the leach field leaks into the well.  Eversource Transmission Line Replacement Wetland CUP T. Tarr begins her presentation for Eversource’s transmission line project. T. Tarr hands out 11x17 copies of the plans for the project. T. Tarr gives a brief overview of the project and some backstory about the transmission lines. T. Tarr gives an overview of the symbols and what activities correspond to each symbol. M. Schulz inquiries about the life expectancy of the steel poles and T. Tarr says that she will ask the project engineer about the expectancy. T. Tarr states that aside from checking the mats for species the applicant will not be dealing with invasive species. D. Christopher asks whether any part of the project is related to Northern Pass and T. Tarr states that they are absolutely not part of that project. 1212-1214 Union Avenue 4 Unit Condominium Wetland CUP B. Pratt begins his presentation for the Union Avenue project. B. Pratt gives a brief overview of the project for Union Avenue. B. Pratt gives an overview of the storm water measures that the project and taking. He also states that DPW does not want trees or shrubs to overhang the drain pipe. Flowers and low ground plants are okay. L. Morin inquiries about the dimensions of the rain garden. B. Pratt gave an estimate of the dimensions and L. Morin says that DES has dimensions that they can use as a guide. M. Schulz inquiries about the type of boats that will be docked at the houses. B. Pratt states that they will be accommodating 14 ft. boats. L. Morin states concerns about drainage straight into the lake. D. Williams recommends having the shrubs right up against the edge of the retaining wall on the property. D. Williams also would like for the applicant to add a note to the plans/permits about anchoring/improving the retaining wall. D. Williams asks whether the Commission could participate in a site walk. B. Pratt says that they are more than welcome at their convenience. L. Morin makes a motion to accept the minutes with corrections. D. Christopher seconds All “Aye” D. Williams states that Lake Host is going full tilt. She also says that if anyone would like to volunteer then they should speak to her. D. Christopher states that the Farmers’ Market is on 7.20.2017. L. Morin makes a motion to adjourn. M. Foote seconds. All “Aye” Meeting adjourns at 7:45 PM.
