CITY OF LACONIA CONSERVATION COMMISSION MEETING MINUTES August 2nd, 2017 6:00 PM, CITY HALL, ROOM 200B SECOND FLOOR OF CITY HALL 45 BEACON STREET EAST Call to Order (Roll Call) (6:00 PM) Commission Members: Dean Anson, Lisa Morin, Dick Christopher, Deb Williams, Marnie Schulz, Michael Foote, and Staff Evan Rathburn Guests: None L. Morin moves to approve the minutes with corrections. D. Williams seconds. All “Aye” 1212-1214 Union Avenue Discussion begins on the 1212-1214 Union Avenue. D. Anson inquires of the class that Black Brook is. The commission initiates a discussion about the height of the buildings proposed and the surrounding area. D. Williams provides a brief overview of their CUP and answers to CUP questions that the applicant has provided. Recommendations/comments: • Storm water from the site is recommended to be kept on the site and not discharged into the street. • All storm drains and permeable pavement should have a maintenance plan that is to be followed. • The landscaping should not be managed with herbicides, pesticides, and no snow removal chemicals that contain chlorides. • The landscaping plan should be reviewed by the Laconia Conservation Commission prior to finalization. D. Williams makes a motion to accept the current comments on the Union Avenue project with the understanding that additional comments may be forthcoming between now and the time that comments are submitted to the developer before the 16th of August TRC meeting. L. Morin Seconds. All “Aye” The Gardens Mitigation Funds D. Anson states that he has contacted Lori Summer from DES Wetlands Bureau. The Conservation Commission needs to contact the applicant for The Gardens and acquire their agreement with using their money for a wetland project currently in the City of Laconia. This will also be submitted to DES and EPA. The money from The Gardens will be used for improvements for Black Brook. D. Anson has also contacted Karl Benedict from DES. K. Benedict informed D. Anson that the EPA and ACOE both have reviewed the permit from the applicant from The Gardens. The buffers from the EPA and ACOE are the same as the City of Laconia’s. D. Anson states that if the Conservation Commission sends in their comments to DES and the responses from the applicant, then DES will add the Conservation Commissions comments into their review/requirements. Other Business D. Anson gives an update on the WWN meeting is that the group will sample in the Winnipesaukee River before it empties into Lake Winnisquam. D. Williams gives an update on Lake Hosts. M. Foote makes a motion to adjourn. M. Schulz seconds. All “Aye” Meeting adjourns at 7:45 PM.
