CONSERVATION COMMISSION MEETING
MINUTES
September 6th, 2017

Call to Order (Roll Call) (6:00 PM)
Commission Members: Dean Anson, Richard Christopher,

Guests: Rosi Dennet – Project Planner, Erin Lambert from
Nobis Engineering. Steven Smith from Steven Smith and
Associates.
Big Island
Ms. Dennet gives a summary of what the project is and that they are submitting a special
exception for the use of the island. Utilities have already been through the review process for the
City of Laconia. Scott Everett is the owner of the island. Single Residence to Commercial is
something that S. Everett approached the City in the past fall. He wanted to rezone the island to
allow a camp for disadvantaged children. Opposition was met from the residents of Paugus Park.
The project staff have met with the City and residents about the projects. R. Dennet gives a brief
overview of the components of the conceptual proposed project. M. Foote voices concerns about
the children swimming near the boating area. R. Dennet tells the commission that they will try to
conserve the vegetation as much as possible. D. Anson suggests that the applicant look into fire
suppression in case any conflagration breaks out. R. Christopher states that there is not handicap
accessibility. D. Williams suggests that Cabin 5 on the plans be the handicapped accessible cabin.
M. Schulz suggests that the applicant contact other science centers around the City of Laconia
and outlying area. A construction beginning date is not decided. D. Williams would like
clarification on the fencing or protection measures for the loons on the island.
The Commission will send comments to Staff Evan and he will put them together in an organized
list for the applicant.
48 Eastman Shore Road North
Steve Smith gives a brief overview of what the project for 48 Eastman Shore Road N. The
applicant would like to build a barn for storage of recreational tools and vehicles. S. Smith states
that there is an intermittent drainage channel on the property for the proposed project. Project
will require a Wetland CUP. Most of the property area has wetlands. There’s only 3 buildable
areas. S. Smith tell the commission that there will only be a dirt path constructed from Eastman
Shore Road N. to the barn so that the applicant will not have to go all the way around to
Eastman Shore Road to access the barn. There is already an existing gravel driveway to the
property going off Eastman Shore Road N. S. Smith states that Silt Soxx will be used for erosion
control. S Smith states that there will be no utilities except for electricity in the barn that will be
built on the property. The barn will not be a living space. The gravel driveway that exists will not
be paved. The Conservation Commission at this time does not have any comments for the
project.
