CONSERVATION COMMISSION MEETING
November 15th, 2017

Call to Order
The Laconia Conservation Commission convened at 6:00 PM on the 15th of November 2017 in Room
200A on the second floor of Laconia City Hall.
The members that are present are as follows: Dean Anson, Marnie Schulz, Deborah Williams, and
Richard Christopher. Member Lisa Morin was absent from the meeting. There are currently no
alternates. A quorum was reached.
Minutes
R. Christopher makes a motion to accept the minutes with amendments. D. Williams seconded the
motion. 3 members in favor. Member Schulz abstains. Motion carried.
Milfoil
D. Anson says that he will contact Mr. Tilton of Resort on The Bay about having him be head of the
Milfoil Subcommittee and will request that he come to the next commission meeting.
Other Business
The commission reviews the NHDES Wetland Permits submitted by Diversified Marine Construction
on behalf of Lake Houses at Christmas Island LLC. The comments the conservation commission has
compiled are to have a turbidity curtain installed before construction and during construction. The
applicant should additionally have a licensed milfoil removal contractor come and remove the milfoil
if any is discovered in the work area before construction begins.
D. Williams makes a motion to accept the recommendations and send them to NHDES for the
submitted Wetland Application. D. Anson seconds the motion. All in favor. Motion carried.
D. Williams gives a recap of the Lake Host volunteer program. She says that $800.00 of the Lake Host
grant fund has not been spent and will not roll over into the next year. D. Williams also says that the
Lake Host program made 22 saves and the Laconia Lake Host program performed 275 inspections of
boats and other watercraft.

Technician Rathburn informs the commission that the Laconia Conservation Commission Facebook
page is up and running and has a small number of likes so far.
Discussion begins about the WNN. D. Anson says that at the last meeting that the WNN discussed
milfoil and its relation to the Laconia issue. Amy Smagula from NHDES recently did an estimate of
costs for milfoil control. A. Smagula also told the WNN that the state will match for 30% of the costs
that each municipality puts forth. A. Smagula will also be redoing a survey for milfoil in Paugus Bay
since her previous intern was overzealous in identifying. D. Anson says that the WNN goals are milfoil,
water quality, and more members. D. Anson also says that the WNN is having a contest for a logo and
a savings bond of $100.00 for college and high school students.
M. Schulz makes a motion to adjourn. D. Williams seconded the motion. All in favor. Motion carried.

made in public session and the motion will cite the applicable subsection of the law.
Additionally, in compliance with RSA 91A:3, Section I, the Conservation Commission may
recess a public meeting for a period of time in order to excuse itself for the purpose of
discussing maters not subject to the definition of a meeting.
