December 6th, 2017 LCC Minutes CITY OF LACONIA CONSERVATION COMMISSION MEETING December 6th, 2017 45 BEACON STREET EAST Call to Order The Laconia Conservation Commission convened at 6:00 PM on the 6th of December 2017 in Room 200A on the second floor of Laconia City Hall. The members that are present are as follows: Marnie Schulz, Deborah Williams, Michael Foote, Lisa Morin and Richard Christopher. Chairman Dean Anson will be arriving late to the meeting. There are currently no alternates. A quorum was reached. Minutes R. Christopher makes a motion to accept the minutes with amendments. D. Williams seconded the motion. 3 members in favor. 2 members abstaining. Motion carried. Weirs Beach Revitalization Project Technician Rathburn informs the commission that Kevin Dunleavy from Laconia Parks and Recreation will not be giving his presentation on the Weirs Beach Revitalization Project at tonight’s meeting due to unavoidable conflicts. He will be before the commission in the future to give an update on how the project is progressing. Technician Rathburn also tells the commission that this is not a pressing matter and he is presenting due to the project being worked on in conjunction with the New Hampshire Department of Environmental Services. Other Business The commission reviews the intended removal project of the guardrails that are in front of 522 and 536 North Endicott Street by New Hampshire Department of Transportation. M. Foote gives a brief overview of the area and the adjacent properties to the two properties that are having the guardrails removed. He explains that the no name road that is adjacent to the properties is the road to the Weirs Dump. Technician Rathburn explains the NHDOT is removing the rails that are in front of these properties due to them not protecting any hazards now. The NHDOT is also taking all precautions to ensure erosion control, with this information coming from the environmental analyst that the NHDOT has hired for the project. Morin thinks it would be a good idea to bring up the Jewett Brook study that the LDPW has done in the past since the work will be taking place adjacent to the Brook. Technician Rathburn says that D. Anson has informed him that he will not be able to make it to the December 14th public meeting for the project. L. Morin says that she will try and make it to the meeting. Discussion begins about the recent petition/letter from the Stoddard Conservation Commission in reference to HB 1343. This bill is in relation to the protection of Beavers. After various discussions, D. Williams makes a motion to support the Stoddard Conservation Commission by signing the joint letter that they have provided. M. Foote seconded. All in favor. Motion carried. D. Anson arrived at the meeting at 6:36 PM. L. Morin says that she has discussed conservation easement monitoring with Technician Rathburn and has chosen to monitor the Eager Island easement. Technician Rathburn will monitor the Tardiff Conservation Easement. D. Anson would like to have an easement walk for the Akwa Conservation Easement. The commission discussed the possibility of purchasing a GPS unit for GPS’ing the boundaries of conservation easement for better maps in the future. The money would come out of the Jewett Brook Grant that Lisa Morin has access to and it will also be accessible to the various schools in the city. D. Anson begins discussion about the past chemical treatment of the milfoil in Paugus Bay. He says that the type of chemical has changed from 2,4-D to something else. The commission expresses concern about the breakdown of the chemicals and the effect it could have on water supplies. They decide to keep in the loop about the application of the chemical. Discussion begins about the state school property and L. Morin gives an update on where things currently stand in relation to those properties. D. Williams makes a motion to adjourn.
