January 3rd, 2018 LCC Minutes CITY OF LACONIA CONSERVATION COMMISSION MEETING January 3rd, 2018 45 BEACON STREET EAST Call to Order The Laconia Conservation Commission convened at 6:00 PM on the 3rd of January, 2018 in Room 200A on the second floor of Laconia City Hall. The members that are present are as follows: Dean Anson, Marnie Schulz, Lisa Morin and Richard Christopher. Vice-chair Deborah Williams will be arriving late. The commission has 1 member seat unoccupied. There are currently no alternates. A quorum was reached. Minutes L. Morin makes a motion to accept the minutes with amendments. M. Schulz seconded the motion. All in favor. Motion carried. New Business Natural Resources Inventory L. Morin gives a brief explanation as to why she has asked for a discussion of the NRI to be added to the agenda prior to posting. She explains that the company that performed the NRI project for the Laconia Conservation Commission is out of business currently and that the other person who was involved in the project is the former Assistant Public Works Director, Luke Powell. She would like for the commission to go over the NRI to make sure that info in the document is complete and if there is any information that has loose ends, the commission should contact the appropriate person before they are occupied with other projects. D. Anson asks how many times NRIs are update and M. Schulz answers that they are not updated very often and the currently Laconia NRI has not been updated for 6 or 7 years and answers that the reason that the NRI was even completed in its current state is due to the Laconia Conservation Commission’s pressure. D. Anson says that the commission should review the document and pick out the most sensitive areas in the city and keep track of them in case someone proposes development in those areas. Technician Rathburn states that he will cross check all projects coming into the city with the NRI also on his end. E. Rathburn will also post to the website the list of things that he reviews on planning applications so that future developers will know what will be scrutinized when they turn an application/plans in. D. Anson would also like to consider combining the geomorphological studies that the City has performed and find out how to incorporate those into the NRI. Additionally, he would like to have the sensitive NRI areas in the city plotted and proposed that the commission might use an intern for this task. E. Rathburn states that he will contact the professor in charge of the Environmental Planning students at Plymouth State and inquire as to Page 1|3 January 3rd, 2018 LCC Minutes January 3rd, 2018 LCC Minutes whether any would be interested in an internship for the summer. L. Morin adds on that the commission might not have the funds for a paid internship and wants E. Rathburn to inform the professor of this. D. Williams arrives at 6:07 PM. Non-Public Session concerning land acquisition per RSA: 91: A: II (d)– (“roll call vote required”) D. Anson requested entering Non-Public Session concerning land acquisition per RSA: 91: A: II (d). A roll call vote was made with Dean Anson, Deb Williams, Lisa Morin, Richard Christopher, and Marnie Schulz all voting to enter non-public session. Liaison and Subcommittee Reports Milfoil Subcommittee D. Anson asks how the whole system for the State to reimburse the city is performed. Technician Rathburn states that the City of Laconia pays for the work that is done and submits an invoice to Amy Smagula at NHDES and she then reimburses the City for 30% of the cost of the work done. D. Anson also states that this cost for the work comes out of the City Council’s milfoil budget. He also says that he will ask City Manager Scott Myers about whether the City Council will want to fund treatment in Lake Winnisquam on the Laconia shoreline. E. Rathburn adds that Richard Tilton of Resort on The Bay has agreed to be the chairman of the milfoil subcommittee and will present his plan of action for the coming year as soon as he has the necessary information from NHDES. D. Anson adds that he has discussed with E. Rathburn and R. Tilton the possibility of going to local businesses and asking them if they will contribute funds to milfoil treatment. LCC goes over their previous decision as to what action they will take in relation to milfoil in Lake Winnisquam. D. Anson lists towns that have shoreline on Lake Winnisquam that will participate in milfoil treatment. Amy Smagula will resurvey the lake in the spring for milfoil. L. Morin makes a motion that the Laconia Conservation Commission is open to the concept of supporting milfoil control along the non-state-owned Lake Winnisquam shoreline in the City of Laconia. M. Schulz Seconded. All in Favor. Motion Carried. Agricultural Subcommittee There is a Lakes Region Food Network meeting on January 8th from 9:00 PM to 10:00 PM. Other Business L. Morin has performed her easement monitoring for Eager Island and sent the report off to E. Rathburn. L. Morin attended the public meeting for the Union Avenue improvements. She reminded the city officials that oversaw the meeting about the geomorphological study that was performed for Jewett Brook and that the LCC can be utilized for advising on environmental improvements to the road also.
