2/27/2018 2/22/2018 - Minutes CITY OF LACONIA CONSERVATION COMMISSION MEETING 45 BEACON STREET EAST 2/22/2018 - Minutes 1. Call To Order Chairman D. Anson calls the meeting to order at 6:00 PM. Member present: D. Anson, D. Williams, M. Schulz, R. Christopher, L. Morin, and M. Foote. There are no alternates. Staff/Recording Clerk present: E. Rathburn There are no guests present or members of the audience in attendance. 2. Establish A Quorum A quorum was established with all members present. 3. Old Business The commission reviews the minutes from the February 13th, 2018 meeting. 3.I. Review Of The Minutes From The 2/13/2018 Meeting L. Morin makes a motion to accept the minutes as presented. R. Christopher seconds the motion made to accept the minutes as presented. All In Favor: Aye: 5 Nay: 0 Abstain: 1 4. New Business 4.I. Lake Winnisquam – Milfoil Locations In Laconia – 2018 Cost Estimates To Address Milfoil In Lake Discussion commences about the location of milfoil infestations in Lake Winnisquam. D. Anson presents maps he received from NHDES that he had E. Rathburn print out that designate where Amy Smagule of NHDES has surveyed for milfoil infestation and where they were found. The survey was done in the Fall of 2017 and will be updated Spring 2018 and treatment will commence at a tentative date of September, 2018. The treatments will consist of herbicides administered by SOLitude and diving/DASH work by AquaLogic. The map of the treatment area is available to the public in the Planning Department located in City Hall. Area A of the map that is in the northern part of the map will be subjected to herbicide treatment since that area (over 13 acres) is the largest concentration of milfoil in Lake Winnisquam. Area D, which is split between Meredith and Laconia, will be subjected to diving and DASH work. The money estimate that was put together by the Winnisquam Watershed Network for the work that will be performed in Laconia (Diving/DASH) for 4-5 days of work will be $3,056. D. The CM requests a copy of the DES contract for the work and the information put together by the WWN. The CM informed D. Anson that the City might approve additional funds for milfoil work in the lake and it would not be unusual for them to approve such a request. E. Rathburn will look into how much money the City has allocated for milfoil work. The LCC briefly goes over what the other towns on the lake will be contributing money to as far as milfoil treatment goes for their respecetive shorelines. D. Anson would like for E. Rathburn to invite Richard Tilton to the March 21st meeting to go over the milfoil issue in Winnisquam/Winnipesaukee. 4.II. Water Sampling – Both VRAP And VLAP - Discussion 4.II.i. Lake Winnisquam - VRAP Locations And Cost Estimates For Lab Analysis D. Anson gives a brief overview of the WWN meeting that pertains to VRAP testing in Lake Winnisquam. The LCC has been asked to sample water from the Fair Street bridge for VRAP testing in the Winnipesaukee River. The estimated cost per month for laboratory analysis of the samples is $50.00, put together by the WWN. The total cost for analysis would be $150.00 for June, July, and August. 4.II.ii. Lake Winnisquam - VLAP Locations And Cost Estimates For Lab Analysis The Lake Winnisquam VLAP location will be the mouth of the Winnipesaukee River. The laboratory analysis for this testing will be free. The testing will be done through meter work which will not require a lab analysis. The commisison discusses the possibility of adding testing sites to their testing schedule. DES will need to be contacted about doing this since they keep track of all the testing locations. The commission discusses the applicability of testing off of the Church Street bridge since that is close to the middle of the City and the entrance to the Winnipesaukee River. 4.II.iii. Lake Winnipesaukee - VRAP Locations And Cost Estimates For Lab Analysis Discussion begins about the 6-8 locations that have been sampled in the past for VRAP in Paugus Bay. M. Foote states that the VLAP/VRAP testing is open to anyone interested in gaining experience in water testing and would like to participate in conservation in the community. D. Anson volunteers to help with VRAP water testing. M. Schulz also volunteer to do VRAP testing south of the Southdown boat yard where a VRAP outfall location is. D. Williams says that she might have some students who might be interested in volunteering. Laboratory analysis costs will be included with the Winnisquam VRAP costs additionally. 4.II.iv. Lake Winnipesaukee - VLAP Locations And Cost Estimates For Lab Analysis Discussion begins about the VLAP locations for Paugus Bay. These locations are accessed in the past by using watercraft provided by the Laconia Waterworks Department. M. Foote volunteers to do VLAP testing along with E. Rathburn. The locations for the VLAP testing are north of Big Island. E. Rathburn will email the map detailing where all the locations for VRAP and VLAP are located. 4.III. Budget Estimates For Lab Analysis There was no discussion at this meeting pertaining to the budget for lab analysis. 4.IV. Overhaul Of NHDES Wetland Administrative Rules – Discussion There will be a public meeting held by New Hampshire Department of Environmental Services on March 1st, 2018 in City Hall at 6:30 PM. The topic of the meeting is the administrative wetland rules overhaul that is currently being undertaken by NHDES in conjunction with Governor Sununu. There will be more public hearings in other towns in the future.
