CITY OF LACONIA CONSERVATION COMMISSION
REGULAR MEETING MINUTES
4/18/2018 - Minutes
1. Call To Order
Chairman D. Anson called the meeting to order at 6:00 PM.
Members Present: Dean Anson, Deborah Williams, Richard Christopher, Lisa Morin, and Marnie Schulz.
Member Michael Foote arrived at 6:10 PM.
Members Absent: None.
There are currently no alternates.
Staff/Recording Clerk: Evan Rathburn
Guests: Steven Smith of Steven Smith and Associates.
There are no members of the audience present.
2. Pledge Of Allegiance/Handicap Exits/Silence Cell Phones
3. Establish A Quorum
A quorum was established with the members present.
4. Review Of The Previous Meeting's Minutes
The review of the minutes was performed after the 203 Wentworth Avenue presentation.
M. Foote makes a motion to accept the minutes from 4/4/2018 as amended with the input of the stormwater
ordinance.

5. New Business
5.I. 203 Wentworth Cove Road MBL 152-267-40.7
Steven Smith of Steven Smith and Associates gives a brief overview of the 203 Wentworth Cove Road
Wetland CUP. The applicant is requesting a Wetland CUP to impact the wetland buffer that is along Lake
Winnipesaukee. The applicant would like to run electricity to their boathouse on the water and have the
electrical conduit follow the path currently that runs from the house to the boathouse. The trench the power
conduit will run through will be dug by hand and there will be no heavy equipment used to dig the trench. The
conduit will be strapped the foot bridge that currently runs over the outlet into the water that the walkway's
bridge. R. Christopher asks if Eversource has specifications for the conduit trench. S. Smith says that
Eversource does not have any specifications/regulations since the power conduit will run from the house to
the boathouse and will not originate from one of Eversource's transformers. The commission did not have any
additional questions.

D. Williams made a motion to support the Wetland CUP with no recommendations for the Planning Board.
R. Christopher seconded.

5.II. Dues
E. Rathburn informed the LCC that he had received the reminder to renew the LCC's membership to New
Hampshire Lakes and that he will be sending in the form to request an invoice from NH Lakes for membership
dues.
5.III. Culvert Surveys In Laconia
D. Anson gave a brief overview of the culvert surveys program NHDES has been implementing. D. Anson
stated that the majority of the surveyed culverts are on NHDOT property (roads) and projects that the
commission may take on in the future should be performed in conjunction with NHDOT if they involve culverts.
There will be a meeting on the 21st of May on how to use the Aquatic Resource Management tool (culvert
survey program) at the Lakes Region Community College. M. Schulz also says that the projects that have
utilized this tool have been very successful.
5.IV. Other Issues For The Conservation Commission To Address
D. Anson reminds the LCC of the 30 foot intermittent stream buffer that was work on by the LCC in the past.
The May 9th Planning Board meeting will have the 30 foot intermittent stream buffer on it for the PB to discuss
and vote on before sending it before City Council.

This subject was not discussed.
6.II. Black Brook Candidate Sites For Habitat Improvement This subject was not discussed.
6.III. Brownfields
This subject was not discussed.
6.IV. Interns For Future Conservation Commission Projects
D. Anson states that he tried to contact the Plymouth State University staff that he was going to approach
about having internship opportunities for students. D. Anson has not received an answer back from PSU to
the message he left.
7. Liaison And Subcommittee Reports There were no reports.
8. Other Business
A reminder is given to the LCC to have their Wetland Administrative Rules Overhaul comments to E. Rathburn by
the end of the day on 4/19/2018 so he can send them off to NHDES.
9. Non-Public Session (According To RSA 91-A:3, II)
Before going into nonpublic session the commission voted to seal the minutes.
M. Foote makes a motion to seal the minutes of the nonpublic session.
