5/8/2018 5/2/2018 - Minutes LACONIA CONSERVATION COMMISSION REGULAR MEETING MINUTES 5/2/2018 - Minutes 1. Call To Order Chairman D. Anson called the meeting to order at 6:03 PM. Members present: Dean Anson, Deborah Williams, Marnie Schulz, and Mike Foote. Members absent: Lisa Morin and Richard Christopher There are currently no alternates. Staff/recording clerk: Evan Rathburn There are no guests or members of the audience present. 2. Pledge Of Allegiance/Handicap Exits/Silence Cell Phones 3. Establish A Quorum A quorum was established with the members present. 4. Review Of The Previous Meeting's Minutes M. Schulz makes a motion to accept the minutes as presented. M. Foote seconds the motion. All in favor: Aye: 4 Nay: 0 The motion carries. 5. Old Business 5.I. Milfoil Management D. Anson says that the money for milfoil management in Paugus Bay and Lake Winnisquam has been allocated by the City Council and that work will take place in fiscal year 2018 and fiscal year 2019. Work that will be done in Paugus Bay will be herbicide application (2,4-D) which will be done in fiscal year 2018 and DASH work will be done at the beginning of fiscal year 2019. Discussion about reaching out to private businesses on the lake for contributions to milfoil management is discussed. The LCC will have E. Rathburn put together a list of private businesses to contact. The letters will ask for donations from businesses since they are the prime commercial bodies that are affected by milfoil infestation. E. Rathburn will also send out correspondence to various HoAs (Homeowners Associations) that abutt Paugus Bay since they too will be affected by milfoil. The idea of submitting a letter to the Laconia Daily Sun about milfoil management is discussed and is recieved favorably. The LCC would like for E. Rathburn to invite Richard Tiltol (Milfoil Subcommittee Chairman) to a future meeting to discuss how to go about contacting businesses and private lake owners. E. Rathburn updates the LCC on the progress of having the milfoil management companies contracts signed and sent to their respective companies and the state of the NHDES grant money. 5.II. Fundraisers This subject was not discussed at the meeting. 5.III. Lake Hosts https://www.laconianh.gov/AgendaCenter/GenerateMinutesFile?id=554&agendaID=704 1/3 5/8/2018 5/2/2018 - Minutes The grant from NH Lakes has been recieved and will cover the weekends work during the season. The trade off for the grant money is that Lake Hosts will need to have volunteer hours filled in kind. Any volunteers for Lake Hosts should contact D. Williams. There will be a Lake Hosts training session in the future and that session will take the place of a future LCC meeting. 6. New Business 6.I. Lake Cleanup The LCC discusses the Lake Winnipesaukee Association's lake cleanup that was performed during the winter when there was still ice out on the lakes. The idea that there should be a section about lake cleanup in the letters to the various private and commercial properties on the lake about milfoil is proposed and the idea is recieved favorably. D. Williams says that there will still be an aquatic camp in the summer for students and the LCC has been volunteered to help which is a good vehicle for lake cleanup education. 7. Liaison And Subcommittee Reports There is currently no Liasion. Two New Hampshire Department of Environmental Service permits were brought before the permit subcommittee to review and have the LCC Chairman sign. Permit 1 - 94 Lucerne Avenue - Repair a tie-off piling damaged by winter ice. This permit was reviewed in full and signed. Permit 2 - 72 Pendleton Beach Road - Replace failed ice clusers in kind, repair piling in kind, and repair existing dock in kind. REinstall a seasonal boat lift and 2 personal watercraft lifts. The permit was reviewed in full and signed. There are currently no other subcommittee reports. 8. Other Business 9. Non-Public Session (According To RSA 91-A:3, II) Before going into nonpublic session the commission voted to seal the minutes of the nonpublic session. D.
