Anson called the meeting to order at 6:12 PM 2. ROLL CALL Present was Dean Anson, Lisa Morin, Wesley Bates (6:57 pm) Staff: Rob Mora Chair D. Anson noted that there wasn't a quorum and stated that Wesley Bates will be there in about half an hour. 3. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS 3.I. Acceptance Of Minutes From July 10 At the end of the meeting motion to accept the minutes with the recommended changes as presented made by L. Morin, W. Bates seconded. All voted in favor. 4. NEW BUSINESS 4.I. Cyanobateria - Lake Winnipesaukee Association L. Morin is signed up for the presentation for tomorrow night at 6:30 PM. Chair D. Anson noted that might be a topic to make the public more of aware of to prevent illness. He asked to report back to the Commission next month. 5. OLD BUSINESS 5.I. Perley Pond Update Chair D. Anson noted that there was trimming around the right hand side of the pond and asked R. Mora about it. R. Mora said we have asked to be kept in the loop and have not heard anything yet. Chair D. Anson said trees were trimmed outside the grassy area that was mowed. They removed some trees and took out some bittersweet that was growing. He believes they left some of the larger portions of the tree trunks in the woods. 5.II. Tributary And Paugus Bay Water Quality Sampling R. Mora said the conductivity meter should be calibrated on the 29th. 5.III. State School Property Update Chair D. Anson and L. Morin did not go to the state school property but Donna Hepp from the BCCD did and believes there was a write up in the paper done. L. Morin did drive by the and across the street and saw some people from DES and stopped and talked with them. They were collecting more information on the sewer pipes. 5.IV. NEW HAMPSHIRE DEPARTMENT OF ENVIRONMENTAL SERVICES APPLICATIONS 7. LIAISON AND SUBCOMMITTEE REPORTS Chair D. Anson asked if there was anything about the agricultural subcommittee and L. Morin stated that she hadn't spoken with R. Christopher so isn't sure what he is doing. She is still working with the schools. L. Morin brought up the Farmer's Market and R. Mora stated there was an article in the paper and a phone call was received today looking to take up the reigns plausibly in some part of the city next year. 7.I. Milfoil Management Chair D. Anson stated the milfoil work is currently underway. The herbicides have been applied in certain areas and DASH work scheduled for later this summer. Rich Tilton has taken over this and has a 501C3 trying to raise money to pay for the DASH work and ProcellaCOR. DES tested the two herbicides and the 24D was not as effective. L. Morin asked what the warning label looked like and Chair D. Anson noted the area affected is less and doesn't move, the 24D moves more than the ProcellaCOR. L. Morin asked if it be possible to ask DES what the spec sheet says for the long term affects, hazards, precautions, etc. Chair D. Anson said Lisa Eggleston might be a good person to ask. There is a Winnisquam Watershed network annual meeting at Leslie Roberts part on Saturday at 9 am. L. Morin would like to have ether the city or the commission put in a request to DES on the material safety data sheets. Chair D. Anson stated that Rich Tilton and his committee have been going to different businesses in the area requesting donations. So far they have about $10,000 committed by individuals and organizations. The estimated cost for the Paugus bay area is $58474, $38,874 for the herbicide and dash of $19,600. So far the city has allocated $30,000, the DES grant will be about $14,600. there is a project defecate of $13,800. He and R. Tilton have talked with the City Manager about this so he is aware. The square footage could be reduced. However, the grant is based on the estimated cost so if the square footage is reduced, the amount form the state will be reduced as well. R. Tilton has put together a comedy show scheduled for August 29 at the Margate at 7:30 PM to help raise money. The tickets are $30 and he encouraged all to sign up if interested. Chair D. Anson and R. Tilton found a few years ago is that milfoil is typically found in areas where there is sedimentation. If we could reduce the sedimentation in areas, then maybe we could prevent after treatment. He used Pickerel cove as an example. The milfoil is where there is a stream coming into the pond. If the tributaries for Paugus Bay could be looked at and put in woody debris. L. Morin asked if Spinnaker Cove had done something recently and Chair D. Anson noted that City Manager Scott Myers, R. Tilton and himself discussed that and think the issues is that there area a lot of boats and milfoil is around the boats. The water dept is against the chemical application because the site is too close to the water intake for the city. 8. STAFF REPORT Staff had nothing new to report. Chair D. Anson asked if staff had been out to any construction sites with all the rain and was told no as there weren't any vehicles available. He is planning on going out on Friday. Chair D. Anson noted that he would like to go into non-public session. Non-Public Session was according to RSA 91-A:3 II c “ Matters which, if discussed in public, would likely affect adversely the reputation of any  Chair D. W. Bates came in at 6:57 PM. The Conservation commission has $10,000 in a line item that has been completed for the Black Brook Geomorphological investigation. All the bills associated have been paid and he asked the commission if anyone wanted to make a motion on what to do with that money. Motion to return the money to City Council with the caveat/recommendation that the money be used for milfoil removal in Paugus Bay made by L. Morin, W. Bates seconded. All voted in favor. 9.
