City of Laconia Conservation Commission Wednesday, August 4th, 2021- 6:00 PM Gale Ave Park Accepted 8/18/2021 8/4/2021 - Minutes 1. CALL TO ORDER Chair D. Anson called the meeting to order at 6:53 pm 2. ROLL CALL Members present: Dean Anson, Deb Williams, Lisa Morin, Mike Foote 3. SALUTE TO THE FLAG 4. RECORDING SECRETARY Taylor Daigle, Conservation Technician 5. STAFF IN ATTENDANCE Rob Mora, Assistant Planner 6. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS 6.I. Minutes 7/21/21 M. Foote motions to accept the minutes from the July 21st meeting. L. Morin seconds. All vote in favor. 7. OLD BUSINESS 7.I. Lake Host @ Messer St. D. Williams mentions that she will call Mike McFadzen at Belknap county’s Restorative Justice group to discuss involvement with the Lake Host program. 7.II. Milfoil Management 7.III. Water Quality Monitoring D. Anson and T. Daigle are hoping to go out and do Paugus Bay’s water testing the week of 8/9 7.IV. Rain Gardens 7.V. Perley Pond 7.VI. Pickerel Pond 7.VII. Endicott St. E MBL:164-72-1, Gardens @ Winnipesaukee T. Daigle discussed the site walk done with Dean Trefethen. Everything at the site looked as expected. All wetlands and the vernal pool were located. Roads are not as roughed in as expected. T. Daigle mentions that the Planning Board has indicated they would like to do a site walk as well. T. Daigle and D. Trefethen are looking at dates/times for a site walk with them and will extend the invite to the conservation commission. It will likely be the week of 8/16. When a date and time are chosen T. Daigle  7.VII. Endicott St. E MBL:164-72-1, Gardens @ Winnipesaukee T. Daigle discussed the site walk done with Dean Trefethen. Daigle will let the Commission know 8. NEW BUSINESS 8.I. Gale Ave Park The commission met at Gale Ave Park to listen in and discuss the redesign of the park with the community and Parks and Rec department. The major concern at this park is erosion issues on the shore and water runoff from the roads. Residents voiced their concern about improvements and offered ideas for what they would like to see. Erosion control ideas included a retaining wall along the shore and a rain garden along the fence at the top of the park. D. Anson explained the role of the rain gardens to the community members and discussed that each rain garden is site specific, so the plantings can be as tall or short at the community would like to see. 8.II. Public Outreach 9. NEW HAMPSHIRE DEPARTMENT OF ENVIRONMENTAL SERVICES APPLICATIONS 10. OTHER BUSINESS M. Foote brought up the topic of the Black Brook culverts after the heavy rainstorms last week. He asked if anyone knew their status or of any sedimentation issues following the storms. There is discussion of the work going on at Irwin’s boat storage site as it relates to Black Brook. T. Daigle will report back to the Commission about the state of the site after her next inspection. L. Morin will resend T. Daigle the email regarding the State Conservation courses that was sent in previous weeks. T. Daigle will resend this to the Commission. L. Morin asks if we can somehow work with the community partners on monitoring where homeless camps and supplies are being found/distributed from. 11. LIAISON AND SUBCOMMITTEE REPORTS 12.
