Conservation Commission Meeting – June 28, 2023 Minutes
Call to Order- 6:03pm

Acceptance of minutes from previous meetings- No minutes to review
Old Business:
Milfoil & Tributary sampling- $45,000. has been allocated by the city for Paugus Bay, Opechee,
and Winnisquam. There has been no milfoil found on the Laconia side of Winnisquam. We haven’t had
a report on Paugus or Opechee yet.
Langley Cove: Dean and Deb met with Rich Tilton and Dick S. They are looking into dredging the
cove since boaters have trouble getting boats into their docks. They are looking at permits, funding,
grants, etc. Jeff Marcoux at the state could answer some of their questions. How did Spinnaker Cove
handle their dredging project?
Tributary Sampling: Dean and Deb tried to test but there were some equipment issues. They
will try again. Water testing on Paugus Bay, deep water, will be done by the Water Dept. and
Winnipesaukee Assoc. The Lake Winni Assoc. has borrowed our equipment.
New Business:
Dean A. introduced Brett Beliveau. He lives on Lafayette St. near the land owned by the
City/Water Dept. Brett described the seasonal pond on that property; he has seen salamanders, and
heard peepers. Neighbors use the paths on the property to walk their dogs. Roughly one third of the
pond area is on an adjoining property that is privately owned. Lisa M. suggests we hire someone to
check the property and confirm property lines. If it is a vernal pool there would be a 100’ set-back on
any development. Ben Crawford of the Water Dept. supports the Con. Comm. buying the property.
Dean asked Brett if he could document his observations of the pond, since it is now dried up. The
property is assessed for $80-100,000.
Brett also explained that he has applied for the Con. Comm. Tech job and Kathy Menici
suggested he sit in on our meeting to see what we are about. Dean and Lisa explained some of our
comm. duties and how the tech helps us.
Other Items:
Lisa M. said that Rick Demark has asked about easement monitoring.
Deb motioned to adjourn at 7:15pm. Bob H. was the 2nd.
