City of Laconia Conservation Commission Wednesday, XXX XX, 2019 - 6:00 PM City Hall in the Armand A. Bolduc City Council Chamber Draft Minutes 7/19/2023 - Minutes 1. CALL TO ORDER T Chair Dean Anson called the meeting to order at 6:02 PM 2. ROLL CALL F Members present: Dean Anson, Bob Harrington, Mike Foote, Lisa Morin, Deb Williams Absent: Stacy Soucy 3. SALUTE TO THE FLAG A 4. RECORDING SECRETARY 5. STAFF IN ATTENDANCE R 6. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS 6.I. Review And Acceptance Of Any Draft Minutes From 2023 7. OLD BUSINESS D Dean A. gave us packets of old minutes to review and approve. Minutes from July 5, 2023 were approved and accepted; Bob H. made the motion and Mike F, seconded. Minutes from June 7, 2023 were approved and accepted. Mike F. made the motion and Bob H. seconded. Minutes from May 17, 2023 were approved and accepted. Mike F. made the motion and Bob H. seconded. 8. NEW BUSINESS 8.I. Conceptual Review: 492 Endicott N; Proposal To Construct 40 Units Presentation by Jeff Bird and Robert Pace for 492 Endicott St. Project would be 38 single family condos on half of 22 acre site. Luke Hurley from BSI is doing the wetland delineation; it is a work in progress. Looks like the 2 wetlands on the property may be connected. They are still working on the building plans. Last wetland survey was in 2003. There is lots of ledge. Wetlands will leave half the property undeveloped. Mike F. asks about the clubhouse on the plan, right now it’s in part of the wetland so it will probable move. Mike F. asks about drainage on the future plans. There is water and sewage at the street. Robert P. met with Ben Crawford from the water department about water supply and needs; more info to come. The cost vs. development density was discussed. There was discussion on Brady Sullivan, how they extended the water line for Beaver Meadows. Mike F. asks about any recreation trails they might plan to develop and their intention for the rest of the property. Some of that remaining land is steep slopes. They have no plans to use it right now. They will back with more solid plans in the future. Lisa M. said we would help them pick out native plantings when the time comes. 9. NEW HAMPSHIRE DEPARTMENT OF ENVIRONMENTAL SERVICES APPLICATIONS 10. OTHER BUSINESS Mike F. asks if we have any plans for the Geo-dome project off Weirs Blvd. Dean says they have them in the planning office and we will get copies. There was discussion about the city being pro-development. 9. NEW HAMPSHIRE DEPARTMENT OF ENVIRONMENTAL SERVICES APPLICATIONS 10. OTHER BUSINESS Mike F. asks if we have any plans for the Geo-dome project off Weirs Blvd. Dean says they have them in the planning office and we will get copies. There was discussion about the city being pro-development. What is our view? Should we provide the city council with a list of our concerns? Bob H. says Taylor Community is mowing grass weekly, very low. Some of their landscape bark mulch has floated away with all the rain. They are constantly blowing it back. 11.
