Anson called the meeting to order at 6:00pm 2. ROLL CALL The following members were present: Dean Anson, Deb Williams, Robert Harrington, Lisa Morin, and Rick Ball. Michael Foote joined at 6:02pm. 3. SALUTE TO THE FLAG D. Anson led the Commission in the salute to the flag. 4. RECORDING SECRETARY Tyler Carmichael, Assistant Planner 5. STAFF IN ATTENDANCE Rob Mora, Planning Director Tyler Carmichael, Assistant Planner 6. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS D. Anson accepted the minutes as presented. 6.I. Conservation Commission 7. NEW BUSINESS 7.I. Role Of The Conservation Commission The number of members to make a quorum was discussed. R. Mora and T. Carmichael identify the boundaries of meetings legally. R. Mora mentions emailing regarding the board should come to staff and then staff will disseminate the information. L. Morin exits the meeting at 6:20pm. There’s a discussion about alternates and full-time members. T. Carmichael will investigate if the chair can appoint alternates. Dean asked if being the chair if he can vote, R. Mora clarifies yes, he can. M. Foote questioned alternates and how they sit on the board. R. Mora confirms that yes, they must be voted in that evening. Dean refers to city document 235-17 regarding intermittent streams and would like clarification on how it is worded. Discussion about if a member misses too many meetings and the procedure to go forward. Staff and board talked about scheduling to remove a member who is no longer active. 7.II. Robert's Rule Of Order There was discussion about how to follow Robert’s Rules and to use it as a guideline for proper meetings. D. Anson went through Robert’s Rules and picked out what would be best for the Conservation Commission. There was further discussion about the previous meeting on March 20,  7.II. Williams questioned the staff report and R. Mora clarified the procedure of how to discuss those types of conversations. More discussion about the purview and jursidiction of Conservation Commission. 7.III. Tributary Sampling Schedule And Budget D. Anson sent in a sampling plan and sampling will take place May through September. There are nine tributaries around Paugus Bay and 2 other that need to be put in. One of the locations is the pond on Union Ave and the other sampling location is Langley Brook. D. Anson is looking into lab results for 90 samples of Phosphorus and Chlorine on Opechee. R. Ball wants to confirm with legal and City’s authority to enforce action with wetlands. R, Mora believes it is only within states jurisdiction. 7.IV. Paugus Bay MILFOIL D. Anson brought to attention the deadline to sign the Grant contract for MILFOIL. They were sent to the City Manager to sign. There are three areas that should use herbicide: Pickerel Cove, Moulton Cove, and Langley Cove. D. Anson wants to develop a plan to better prepare for the grant process. He also mentioned that this was the most cost-effective way to handle the MILFOIL. They discussed the confusion on the process and why the signing of the grant has taken so long. 7.V. National Water Dance, Meredith, NH Saturday D. Anson discussed the event. 8. OLD BUSINESS 8.I. Lafayette Street D. Anson and D. Williams went and visited the vernal pool. Lafayette St was also brough to attention at the previous City Council meeting. 8.II. Lake Host Budget And Schedule D. Willaims spoke about the grant from NH Lakes for $1,150 and was waiting to hear about. R. Mora wanted to validate with City Council. D. Williams proposed that the Conservation Commission donate $1,500 to NH Lakes and wait to take a vote until the next meeting. Lake Congress is on June 6 th at Church Landing. The registration fee is now $80.00. D. Anson brought attention to Black Brook. Dubois- King wants to divide the cost by percentage for Gilford/Laconia to help with water flow. Added to the next meeting agenda. 9. ADJOURNMENT R. Ball motioned to adjourn; M. Foote seconded. Meeting adjourned at 7:51pm.
