Anson called the meeting to order at 6:00 PM. 2. ROLL CALL The following members were present: Dean Anson, Deb Williams, Robert Harrington, Lisa Morin, Mike Foote, Gail Ober. 3. SALUTE TO THE FLAG D. Anson led the Commission in the salute to the flag. 4. RECORDING SECRETARY Grey Draper, Conservation Technician 5. STAFF IN ATTENDANCE Grey Draper 6. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS L. Morin moves for approval on the minutes. R. Harrington seconds the motion. Minutes are accepted on the condition changes are made. Unanimous. 6.I. 7/3 Minutes 7. NEW HAMPSHIRE DEPARTMENT OF ENVIRONMENTAL SERVICES APPLICATIONS No applications. 8. OLD BUSINESS 8.I. Gale Avenue - Rick’s Design And Approx. Cost Rick Ball will submit a minimal impact application to DES. The application fee is $400. A check needs to be made out to the NH Treasurer. R. Ball needs an additional $100 for incidentals. The planning department will decide if R. will receive an addition $100 check up from to cover costs or if her will make purchases and be reimbursed. B. Harrington motions to approve $400 to the minimal impact application to DES. D. Williams seconds the motion. Dean will reach out to Cindy O’Connell to learn the timeframe she will accept for Con Com members reporting how much time they worked on this project outside of meetings. Dean will pass the acceptable timeframe on to G. Draper, who will then forward the information to Con Com. 8.II. Lake Host For Messer Street Meg Aiman is a good fit so far. 8.III. WOW Pollinator Garden And Workshop L. Morin is working on getting new plantings. She is working with Liz Kelly from Plymouth State University to host a workshop in September about pollinator gardens and contaminated sites. 8.IV. Tributaries Sampling For Opechee And Paugus Bay This month’s sampling is complete. The most recent sample collection at Paugus Bay tributaries was smooth and efficient as the team became familiar with the different measuring tools.  L. Morin is working on getting new plantings. She is working with Liz Kelly from Plymouth State University to host a workshop in September about pollinator gardens and contaminated sites. 8.IV. The most recent sample collection at Paugus Bay tributaries was smooth and efficient as the team became familiar with the different measuring tools. 8.V. Deep Water Sampling G. Draper is waiting for new filters from Bree with Lake Winnipesaukee Association to go sampling. 8.VI. Kids In The Park At Belknap Mill D. Anson, R. Harrington, R. Ball, and G. Draper volunteered to help D. Williams host the event. It was a successful event. 8.VII. Taylor Community Storm Water Discharge There was discussion of where the stormwater runoff from Taylor Home goes. 9. NEW BUSINESS 9.I. Oil Spill Into Paugus Bay There was discussion of the recent oil spill into Paugus Bay in the area of the Water Supply Protection Overlay District. Con Com would like to research if there are regulations on above-ground oil/petroleum storage. 9.II. Milfoil Funds In City Budget 9.II.i. Estimate Of Costs To Implement NHDES Plan D. Anson and D. William will meet with G. Draper, Rob Mora, and Tyler Carmichael to review the milfoil treatment plan. 9.III. Planning Department Newsletter Materials for the August newsletter must be submitted to G. Draper by 7/24/2024. 9.IV. Canal Street Block Party - Con Comm Participation The final Canal Street Block Party of summer 2024 will be on August 10 th. G. Draper will share the time of the event. 9.V. Discussion With Mayor D. Anson discussed the state school plans with the mayor. D. Anson requested that Con Com gets to see future developers’ plans. Mayor Andrew Hosmer said this likely can be arranged. 9.VI. Gilford Con Comm Black Brook Plan D. Anson has reached out to Gilford’s Con Com to get an update on the plan and cost estimate for the project. 10. LIAISON, SUBCOMMITTEE REPORTS, AND UPCOMING EVENTS The Planning Board approved the Bank of NH Pavilion’s new sign. 11. OTHER BUSINESS Master Plan Steering Committee G. Ober would like see a representative of Con Com on the Master Plan Steering Committee. G. Draper will get clarification about the Master Plan Steering Committee from Rob Mora and Tyler Carmichael. 12. STAFF REPORT 13.
