City of Laconia Conservation Commission Wednesday, XXX XX, 2019 - 6:00 PM City Hall in the Armand A. Bolduc City Council Chamber Draft Minutes 9/4/2024 - Minutes 1. CALL TO ORDER D. Williams called the meeting to order at 6:01 PM. 2. ROLL CALL D. Williams, L. Morin, R. Harrington, M. Foote, and R. Ball were in attendance. 3. SALUTE TO THE FLAG 4. RECORDING SECRETARY Grey Draper 5. STAFF IN ATTENDANCE Grey Draper 6. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS R. Harrington moves to accept the minutes with typo corrections. R. Ball seconds the motion. Unanimous. 6.I. 8.21 Minutes 6.I.i. 8.21.2024 Amended Minutes 7. NEW HAMPSHIRE DEPARTMENT OF ENVIRONMENTAL SERVICES APPLICATIONS 8. OLD BUSINESS 8.I. Gale Ave. Plan The Gale. Ave application has been submitted to NH DES. NH DES had a couple comments upon submittal, but they have been addressed. Now, Con Com is waiting to hear back with a decision from NH DES. 9. NEW BUSINESS 9.I. Laconia Water Dept. 9.I.i. Topics Of Discussion With Water Dept. L. Morin raises topic for discussion with the Water Dept. She would like to ask they about water usage vs. water cost to Laconia residents. D. Williams would like to ask them about cyanobacteria, how the Water Dept. plans to mitigate the growing issue, and how it affects our drinking water. R. Harrington would like to ask them about the accessibility and/or availability of water quality information. L. Morin raises topic for discussion with the Water Dept. Harrington would like to ask them about the accessibility and/or availability of water quality information. 9.II. Update On Cyanobacteria In Winnipesaukee 9.III. Milfoil For 2025 9.IV. Langley Cove Erosion Issue And Review Of Approved Plans R. Ball spoke with Bree Rossiter and she relayed that NH DES found three issues in Langley cove upon an assessment conducted in years past. After asking NH DES when they will be starting work on the issues found, they responded that they will take no action until the City of Laconia addresses and/or resolves the issues found first. 9.V. Date Of September Meeting The date of 9/18 works for commission members. D. Williams will be absent. 10. LIAISON, SUBCOMMITTEE REPORTS, AND UPCOMING EVENTS 11. OTHER BUSINESS Paugus Place R. Harrington walked the lot, not has no comments. M. Foote is familiar with the lot and thinks that the storm water drainage plan for the site will be an improvement to what currently exists. D. Williams suggests adding bushes, landscaping, or more vegetation at the bottom of the slope at the back of the lot. M. Foote agrees that anything to mitigate stormwater runoff would also be an improvement to what currently exists at the site. Taylor Community R. Harrington shares that there was a committee meeting of Taylor Home residents who’s intention is to tackle their oriental bittersweet issue. They are preparing a presentation to share with the powers that be. WOW Signs D. Williams reached out to Kelly regarding the signs and is now waiting to hear back. L. Morin will find out what the budget is for the signs. L. Morin will order a sign from the state. Lake Host Meg is finishing up as lake host. She will continue to work on Sunday’s and her last day will be 9/22. New Conservation L. Morin received a phone call from a Laconia resident who is interested in following through with some conservation. She will keep Con Com updated. Windmill at Dump M. Foote noticed there is an irrigation windmill at the city dump. The windmill comes from Superior Windmills. 12. STAFF REPORT September Newsletter Windmills. 12. STAFF REPORT September Newsletter The deadline for newsletter submissions will be 9/20/24 for Con Com members. L. Morin reminds Con Com that they had planned to submit a write-up discouraging people from dumping their leaves into the lakes as Fall approaches, for our September issue. L. Morin would like to include bird seeding selection information into a future newsletter. 13. ADJOURNMENT M. Foote motions to adjourn. R. Ball seconds the motion. Unanimous.
