NEW HAMPSHIRE DEPARTMENT OF ENVIRONMENTAL SERVICES APPLICATIONS No applications. 8. OLD BUSINESS 8.I. Paugus Bay Drinking Water Protection- FB Environmental D. Anson updates Con Com about meeting he attended on 10/4. Rob Mora (Planning Director), Brianna Rossiter (LWA), Tyler Carmichael (Assistant Planner), Dean Anson, Benjamin Crawford (Water Dept.), Grey Draper, and Laura Diemer (FB Environmental), were present at the 10/4 meeting regarding the Drinking Water Protection grant for Paugus Bay. The Planning Dept., LWA, the Water Dept., and FB Environmental, are all on board to participate in grant if we are chosen as a recipient. 8.II. Suggestions For Improvements To The City Regulations And Procedures D. Williams shares Con Com should suggest adding more EV Charging Stations for electric cars around the city. D. Anson suggests the number of parking spaces for shopping centers be examined with a focus on impervious surfaces. D. Anson suggests that all new construction be required to have roof solar paneling. October 21 st will be the deadline for Con Com and any additional organizations that they reach out to (LWA, WWN, LOPA, LRPC, etc.) to send suggests for city improvement ideas to G. STAFF REPORT Rob’s Answers to Con Com Questions Meeting Formatting Get more information about the reasoning behind implementing this meeting format from Rob. The reason this makes the most sense is it follows the TRC timeline. TRC Meetings are the third Tuesday of the Month. Making the next day the Con Com meeting they would attend. This gives them time to present and make corrections before going to Planning Board. If you sent CUP’s to the first meeting it would force applicants to delay applications to Planning Board for over 30’s. Which legally becomes difficult because we have a certain timeline that we must maintain. Gale Ave. If Kirk wants Con Com to include the Gale Ave. project in the FY26 budget proposal, should Con Com have a seat on CIP to present the project? No since this will be less than $5,000 most likely it does not meet the criteria for a CIP Project. It can be built into their operating budget. If Con Com gets outside funding before starting the FY26 budget process in July 2025, could Con Com move forward move forward with the project? Yes, if they get private funding they sure can. Improvements Throughout the City Get the existing language on performance zoning from Rob so Con Com has a place to start/reference. Attached. Milfoil Confirm with Rob & Tyler what the remaining Milfoil Budget is. I believe we have spent the entire $50K. I don’t know if Tyler has gotten all of the invoices as of yet. Other Confirm with Rob & Tyler what the remaining Con Com Budget is. I have attached their budget. Before this planning dept. team was assembled, an outside intern completed a study of rainfall in Laconia and created a simulator that predicts areas of flooding around the city dependent on the volume of rainfall during a storm. This was called the Pour Points Study. Con Com would like the Planning Dept. to locate this Pour Points Study so that they may present it.
