City of Laconia Conservation Commission Wednesday, November 6, 2019 - 6:00 PM City Hall in the Armand A. Bolduc City Council Chamber Draft Minutes 11/6/2024 - Minutes 1. CALL TO ORDER D. Anson called the meeting to order at 6:00 PM. 2. ROLL CALL The following members were present: Dean Anson, Robert Harrington, Lisa Morin, Deb Williams. 3. SALUTE TO THE FLAG D. Anson led the Commission in the salute to the flag. 4. RECORDING SECRETARY Grey Draper, Conservation Technician 5. STAFF IN ATTENDANCE Grey Draper 6. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS D. Williams moves to accept. R. Harrington seconds the motion. Unanimous. 6.I. 10.16 Minutes 7. NEW HAMPSHIRE DEPARTMENT OF ENVIRONMENTAL SERVICES APPLICATIONS No applications. 8. OLD BUSINESS 8.I. Suggestions For Improvements To The City Con Com would like to flush out each idea listed with a brief description. 8.I.i. Fertilizer Controls And Erosion Mitigation 8.I.ii. Winter Street Treatment Controls 8.I.iii. Food Waste Controls There will be a new food waste control coming down from the state in the near future which will affect disposing of food waste and promote composting. 8.I.iv. The Water Dept. Drill Drinking Water Wells 8.I.v. Number Of Parking Spaces For Shopping Centers There will be a new food waste control coming down from the state in the near future which will affect disposing of food waste and promote composting. 8.I.iv. Number Of Parking Spaces For Shopping Centers There is a change in the parking ordinance regarding the minimum number of spaces required of a project. 8.I.v.1. Impervious Surfaces D. Anson suggests Con Com reviews the Planning Dept.’s current pervious and impervious regulations when it comes too paving. 8.I.vi. Expand The Wetland Buffer D. Anson raised discussion of the city council’s receptiveness to expanding the wetland buffer. 8.I.vii. EV Charging Stations Con Com suggests a map be created and published by the city of all the EV charging stations in Laconia. They also would like EV charging stations to be included in new commercial builds in which overnight stays are accommodated. 8.I.viii. All New Construction Be Required To Have Roof Solar Paneling 8.I.ix. All Performance Zoning Projects Be Required To Present In Front Of Con Com D. Anson would like to hear more about what R. Mora would like to make for changes to the performance zoning ordinance. D. Anson would like Con Com to go on a site with the applicant for all performance zoning projects. 9. NEW BUSINESS 9.I. New Suggestions For Improvements Around The City 9.II. Food Composting 10. LIAISON, SUBCOMMITTEE REPORTS, AND UPCOMING EVENTS 11. OTHER BUSINESS MaryAnn Tilton D. Williams shares that she connected with MaryAnn Tilton from NH DES as a recent workshop. She shares that MaryAnn offered to give a presentation wetlands, their importance, and delineating them, to Laconia’s board and council members. MaryAnn has many informative maps that could be helpful to Con Com. Contaminated Sites Workshop On 11/18, L. Morin will be hosting a Contaminated Sites Zoom Workshop. Board & Council Member Training Attendance Logs On 11/18, L. Morin will be hosting a Contaminated Sites Zoom Workshop. Board & Council Member Training Attendance Logs L. Morin would like to public log to be published that is kept up to date with what trainings board and council members are attending. 12. STAFF REPORT 12.I. NH DES Tributary Water Sampling Result Data 12.II. Rob Mora (Planning Director) Responses 12.II.i. Con Com Would Like A Presentation About The Plans For The State School At A Future Meeting, They Are Willing To Enter Into Non-Public Sessions. 12.II.i.1. Currently, We Do Not Have Any Submitted Plans For The State School Project. I Do Anticipate That We Will Receive A Conceptual In The Next Few Months. Once We Receive A Conceptual, We Would Be More Than Happy To Discuss With Con Com. Unfortunately, As Of Now We Just Have Nothing To Present. 13. ADJOURNMENT D. Williams motions to adjourn. L.
