D. Anson called the meeting to order at 6:01.

6. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS
D. Williams moves that the minutes from the 12/4/2024 Con Com meeting be accepted. R. Harrington
seconds the motion. Unanimous.

8.I. EV Charging Stations
D. Willams asked if Laconia is on the list of NH cities receiving funding for installing EV Charging
stations from the state. G. Draper replied that Rob Mora (Planning Director) looked into the Next Level
grant and Laconia was not an included city.

Con Com recommends that at the beginning of site disturbance, the developer place silt sox at
least on the down-gradient portions of the site (southern and western sides). It is preferable that

Con Com recommends that at the beginning of site disturbance, the developer place silt sox at
least on the down-gradient portions of the site (southern and western sides). It is preferable that
these erosion controls be placed around the entire site. Silt sox should be left in place at least
until all construction is completed. If compostable silt sox are used, they can be left in perpetuity
as they will degrade. Con Com recommends that the developer minimize the disturbance of
wetlands and their 50-foot buffers. This disturbance can be minimized if construction is performed
during the drier seasons. Keep tree and vegetation removal to a minimum as this will prevent soil
erosion and minimize impacts on wetlands and their buffers. Identify and remove invasive vegetation
(for example, bittersweet, autumn olive). Dispose of this material in accordance with New
Hampshire state laws. Minimize the disturbance of rock walls, such disturbance should be in
accordance with state laws. When landscaping the site following construction, use native
vegetation.

Milfoil NH DES Grant
D. Anson inquired about Con Com getting an intern. G. Draper replied that R. Mora said he would look into
getting one for Com Con.
Con Com Intern Inquiry
G. Draper gives an update on where the city is on the grant’s timeline. The grant money must be approved
by city council to be accepted. The grant will go to the next two city council meetings (in February) where it
will be voted on and open to public comment.
NRI Update Consultant
D. Anson asks G. Draper if there is an update of reaching out to consultants to help Con Com update the
NRI. G. Draper shared that he had reached out to Luke Powell, but was waiting to hear back.
Gale Ave.
D. Anson shares that Wes Anderson (DPW Director) said that he plans to do the city’s half of the Gale Ave
project over the summer, so Con Com should plan to do plantings at Gale Ave. in the fall. D. Anson
discusses he still has to ask Wes if DPW can do Con Com’s portion of the Gale Ave. project as well.
