1. CALL TO ORDER
D. Anson calls the meeting to order at 5:59 PM.

6.I. 3.19 Minutes
L. Morin motions to accept the minutes with discussed corrections. D. Williams
seconds the motion. Unanimous.

8.I. Developer Checklist - Review And Finalize

There was discussion about invasive species disposal resources. L. Morin will reach
out to cooperative extension about getting their “Trails for People and Wildlife” map to add
to the checklist. No guidelines for invasive species disposal specific to Laconia have been
found. D. Anson will connect with Parks & Rec. and DPW to ask if they have any Laconia-
specific guidelines.
8.II. Wetland Regulations- Review And Comment

Con Com will review a map of the WC District. Con Com will research what NH DES’s
current methodology regarding methods of wetland delineation. Con Com reviews the
regulations and makes proposed changes to draft updated regulation for future adoption.
Con Com reviews the regulations up to item E(3)e, then agrees to table the rest until next
meeting.
8.III. Review FB Environmental Proposal To Update Natural Resource Inventory (NRI)
Con Com would like to connect Glenn Smith and Barbara Richter in regards to
using Conservation Fund monies for updating Laconia’s NRI. D. Anson will
connect them since Con Com will need Glenn’s approval to spend Conservation
Fund monies. D. Anson shares that after speaking with Barbara Richter and FB
Environmental, they estimate updating Laconia’s NRI will cost roughly $18,000.
D. Anson will connect with Rob Mora for clarification of steps needed in order to
spend Conservation Fund monies. Because the estimated cost of the NRI, this
project will have to go out for other public bids. The Planning Department was
asked to prepare a Request for Proposals from other firms.
8.IV. Review NH Fish & Game Assistance Program
9. NEW BUSINESS
9.I. 77 New Salem St.
Con Com reviews the site plans for the 77 New Salem St. application being
submitted to TRC and Planning Board. Con Com comments focused on having
silt socks surrounding the site to prevent soil erosion offsite. Silt socks should
remain in place until the project is completed.

Con Com reviews the site plans submitted by 77 New Salem St. Con Com discusses
the plans and what they might like to see included for mitigation and erosion controls. Con
Com will send any comments they would like to submit to G. Draper to be passed on to the
Technical Review Committee.

12. STAFF REPORT
G. Draper shared that he has located the Con Com banner for the May 10th Earth
Day Festival at the Congressional Church. G. Draper has a DES application ready at
the planning office for D. Anson to come in and sign, the Village Ct. beach. G. Draper
gives a brief update on the NH DES Milfoil Grant. The acceptance of the grant has
been signed by Kirk Beattie and mailed back to Amy Smagula at NH DES.
13. ADJOURNMENT
D. Williams motions to adjourn. B. Harrington seconds the motion. Unanimous. The
meeting adjourns at 8:02 PM.
