City of Laconia Conservation Commission Wednesday, July 9, 2025 - 6:00 PM City Hall in the Armand A. Bolduc City Council Chamber Draft Minutes 7/9/2025 - Minutes 1. CALL TO ORDER D. Anson calls the meeting to order at 6:03 PM. 2. ROLL CALL Dean Anson, Deb Williams, Lisa Morin, and Jen Kreitzer were present. 3. SALUTE TO THE FLAG 4. RECORDING SECRETARY Grey Draper 5. STAFF IN ATTENDANCE Grey Draper- Conservation Tech 6. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS 6.I. 6/18 Minutes L. Morin motions to accept the minutes as presented. D. Williams seconds t he motion. Unanimous. 7. NEW HAMPSHIRE DEPARTMENT OF ENVIRONMENTAL SERVICES APPLICATIONS 8. OLD BUSINESS 8.I. Developer Checklist The checklist is now considered finalized. The updated checklist will now be incorporated into the draft of the new Site Plan & Subdivision Regulations, expected to go through the adoption process sometime next year. Beginning now, the checklist will be officially provided to developers, especially those submitting wetland CUP applications, through the Planning Department. G. Draper also is interested in posting the new checklist to the city’s website in a PDF format. This would allow developers and applicants to access it more easily and make use of clickable links within the document. 8.II. NRI RFP G. Draper reports that the Planning Department held a meeting earlier today where both the NRI and the checklist were reviewed by R. Mora and T. Carmichael. The NRI RFP is now considered finalized. T. Carmichael will complete the final steps, which include updating the dates, revising placeholders, and performing a thorough review. Once this is completed, he will send the documents to Gina for final posting of the NRI RFP. T. Carmichael expects to finish his revisions by the end of the week. After that, Gina will post the finalized RFP for consultants to submit proposals, ideally by next week. 8.III. Wetland Regulations The Conservation Commission makes edits to the regulation, creating a new draft to be reviewed and posting of the NRI RFP. T. LIAISON, SUBCOMMITTEE REPORTS, AND UPCOMING EVENTS 11. OTHER BUSINESS 7/16 Con Com Meeting After discussion, D. Williams motions to reschedule the 7/16 Con Com meeting to 7/23. L. Morin seconds the motion. Unanimous. The 7/16 Con Com meeting is rescheduled to 7/23. 11.I. Wetland Regulations 12. STAFF REPORT 12.I. Laconia-Gilford Styrofoam Recycling Program G. Draper shares his interest in starting some sort of styrofoam recycling program for Laconia in coordination with Gilford’s already established Styrofoam recycling program, Gilford: Recycle Right. Some organizations around Laconia are already hosting Styrofoam recycling events with Gilford: Recycle Right, and the Commission concludes it would be wisest to collaborate with an already established program in Laconia. 13.
