LACONIA DOWNTOWN TIF ADVISORY BOARD MINUTES CALL TO ORDER: Tuesday, May 15th, 2018 @ 10:00 am @ Laconia City Hall Room 200A. Present: Pat Wood, Breanna Henderson, Robert Sawyer, Chris Condodemetraky City Staff: Kevin Dunleavy Absent: Charlie St. Clair Public present: none REVIEW AND APPROVAL OF MINUTES April, 12, 2018 Minutes - Patrick Wood stated that no changes were presented and the minutes are accepted as written. OLD BUSINESS 3.1 Riverwalk 3.1.1 Landmark Inn and 3.1.2 City Hall to Church Street Kevin Dunleavy explained that the City received two bids for the Downtown Riverwalk work. Kevin said the bids received were approximately $407K from J. Parker and Daughters and $579K from Busby Construction. Kevin said that the project was awarded to J. Parker and Daughters but it appears that this contractor is no longer able to perform the work. Kevin said that if J. Parker defaults on the bid, the work would likely be awarded to Busby Construction. Kevin said that the City is following procedures dictated by the bid process. Kevin said that this could delay the construction of the Landmark Inn section to later in the summer or after Motorcycle Week. Patrick Wood asked if we could get pricing from Busby Construction for a portage near the spa. Kevin said he would look into this once they start any conversations with Busby. Kevin Dunleavy said that work on the City Hall to Church Street segment is still planned to coincide with the drawdown in the fall. 3.2 Parking Garage Patrick Wood said he is awaiting a rough concept plan from Sonya Misiaszek for a parking garage in the central parking lot. Pat said he had a conversation with Councilor Robert Hamel and there is recognition that the parking garage issue needs to be addressed. Chris Condodemetraky asked how many spaces would we be looking to have in a new garage. Patrick Wood said a couple hundred. Patrick said that he is not sure how a garage would fit or be configured in the central parking lot and how the ramps might be constructed. Bree Henderson said that many garages have parking on the sides of the ramps. Patrick Wood said that we will want to be well prepared and have some good information when we meet with the Land and Buildings sub-committee. Kevin Dunleavy said that there are some new City Councilors that may have some ideas on how to address the issue. Kevin Dunleavy said he would see if Wes Anderson at DPW can write a brief summary or report on the current status and what, if any, the future plans are for any repairs. 3.3 Wayfinding Signage Kevin Dunleavy said he has not made progress on this item. Patrick Wood asked if a sign directing people to the kayak launch at Rotary Park could be included. Kevin Dunleavy said there used to be a sign but it is now missing. Kevin said it would be appropriate to have a sign for the launch and will include this. Kevin said that he is working on the replacement of two welcome signs at the City line on Court Street and at McIntyre Circle. 3.4 Master Plan for Downtown Patrick Wood said that parking and the parking garage are key components of the plan for Downtown. Patrick Wood suggested the Board and the City look at maximizing the public spaces like Concord Downtown has done with outdoor seating as an example. Bree Henderson said that we should look at areas outside of the Downtown core that are in the Downtown TIF like South Main Street. 3.5 TIF Director Robert Sawyer said that having a City position in the City Manager’s office could act as an Economic Development Director and TIF Director. Patrick Wood said that the Lakeport TIF Board now has two members. Bree Henderson said that TIF members from each Board should meet to discuss topics that impact the entire City. 3.6 Banner Poles Kevin Dunleavy said he is prepared to get it on the City Council agenda but knows that Board member Charlie St.Clair would want to be available for this meeting. Kevin said that he will aim for the May 29th meeting when Charlie is back in town. Patrick Wood said the Concord has installed two sets of banner poles with one set being located just as you enter Concord Downtown on Loudon Road. Patrick said the poles are substantial in size. Kevin Dunleavy said the other set was on South Main Street near the Capitol Center for the Arts. Chris Condodemetraky said he is in Concord often and will take some pictures that he will circulate to the Board. 3.7 Colonial Theater Project Impacts on Canal Street Bree Henderson asked if any impacts have been mentioned. Patrick Wood said that the project delays continue with the complex financing package that the BCEDC is faced with. Robert Sawyer said that he has not heard anything negative from people on Canal Street to this point. Patrick said that BPS has been good about reaching out with information and is doing everything they can to prepare for the construction so they hit the ground running when the financing is in place. 4.
