LACONIA DOWNTOWN TIF ADVISORY BOARD
MINUTES
CALL TO ORDER: Tuesday, August 21st, 2018 @ 10:00 am @ Laconia City Hall Room 200B.
Present: Breanna Henderson, Chris Condodemetraky, Charlie St. Clair, Patrick Wood
City Staff: Kevin Dunleavy

REVIEW AND APPROVAL OF MINUTES
July 17th, 2018 Minutes – Patrick Wood stated that no changes were presented and the
minutes are accepted as written.
OLD BUSINESS
3.1 Riverwalk
3.1.1 Landmark Inn and 3.1.2 City Hall to Church Street
Kevin Dunleavy said that there will be a pre-construction meeting on August 28th. Kevin said
that work on the Walgreens/Landmark Inn area would begin first and the area from City Hall to
Church Street would begin after Columbus Day to coincide with the river drawdown.
Patrick Wood said we should start thinking about other Riverwalk projects. Kevin Dunleavy said
that it would be best to work off of existing segments and work outwards. Kevin said that we
need easements from the Masons and the Gilbert property. Breanna Henderson said that
Meredith Bridge Cemetery is a challenge because of the terrain the location of the graves.
Kevin Dunleavy said that there are flood zone considerations. Patrick Wood said that the
stairway at Rotary Park and River Street segment should be looked at as priorities.
3.2 Parking Garage
Patrick Wood said that the meeting with the Land and Buildings sub-committee was postponed
and needs to be rescheduled. Kevin Dunleavy said he would reach out to get this rescheduled.
Patrick Wood said that a report from DPW on the status is due from DPW and he would check
with DPW Director Wes Anderson on this matter.
Charlie St. Clair said he heard that there may four parking spaces that need to be removed near
some crosswalks due to setback requirements and visibility.
3.3 Wayfinding Signage
Kevin Dunleavy said he has not had time to devote to this project and it is looking like he will
need the winter to get this completed.
3.4 Master Plan for Downtown
No discussion.
3.5 TIF Director
Patrick Wood said that there is a continued need for this position. Kevin Dunleavy said that he
recently met with the Weirs TIF Advisory Board and will be looking to set up an initial meeting
with the Lakeport TIF Advisory Board now that a few people have been appointed.
3.6 Banner Poles
Kevin Dunleavy said he met with DPW Director Wes Anderson to look at potential utility
conflicts and there appears to be a suitable location for the banner poles. Kevin said he would
be meeting with the owner of the Landmark Inn since one pole will be adjacent to their
property. Kevin said that initial thoughts are that the poles can be installed in the existing right-
of-way and no easements would be needed.
Charlie St. Clair said Concord is posting new parking information on their banner poles as a
means to inform the public of changes.
Patrick Wood asked about the project timeline. Kevin Dunleavy said we are probably looking at
a spring installation.
3.7 Colonial Theater Project Impacts on Canal Street
Patrick Wood said that it still looks like we are looking at next year for the construction once
the tax credits are available for the project. Patrick Wood said that it is too bad that the
building does not look better since there is some new investment in the Downtown and new
businesses. Charlie St. Clair said that the look of the building detracts from potential new
businesses coming Downtown. Charlie also said that he has concerns about security of the
building.

Bree Henderson made a motion to adjourn, Chris Condodemetraky seconded. All were in favor.
Meeting adjourned at 10:55am.
