LACONIA DOWNTOWN TIF ADVISORY BOARD MINUTES CALL TO ORDER: Tuesday, September 18, 2018 @ 10:10am @ Laconia City Hall Room 200B. Present: Breanna Henderson, Charlie St. Clair, Patrick Wood City Staff: Kevin Dunleavy Absent: Chris Condodemetraky Public present: None REVIEW AND APPROVAL OF MINUTES August 21st, 2018 Minutes – Patrick Wood stated that no changes were presented and the minutes are accepted as written. OLD BUSINESS 3.1 Riverwalk 3.1.1 Landmark Inn and 3.1.2 City Hall to Church Street Kevin Dunleavy said that work has started on the Riverwalk segment off Rowe Court. Kevin said that Busby Construction has grubbed out the vegetation, done rough grading and installed some drainage features. Kevin said that the Landmark Inn construction is preventing work from occurring in the rear of the hotel. Kevin said that the plan is to complete the area behind the hotel once the hotel work is complete, as long as weather permits. Kevin Dunleavy said that work on the Riverwalk behind the Laconia Spa will start after Columbus Day. Kevin said that the old pedestrian bridge over the Perley Canal will be removed the week of September 24th. 3.2 Parking Garage Patrick Wood said he needs to coordinate with Councilor Hamel and get the parking garage discussion back on the agenda for the Land and Buildings sub committee. Patrick Wood asked if the most recent report on the condition of the temporary repairs of the parking garage has been completed. Kevin Dunleavy said the inspection was done a couple weeks ago and will inquire with DPW about the status of the report. 3.3 Wayfinding Signage No update. 3.4 Master Plan for Downtown Patrick Wood said that the Master Plan for Downtown needs to be incorporated into the City’s Master Plan. There was much discussion about the Master Plan process. Kevin Dunleavy said that expansion of the Riverwalk is a priority. Breanna Henderson said that the Master Plan process changed and much of the original public input from the initial committee is not included. Patrick Wood said that we should reach out to Planning and the current Committee. 3.5 TIF Director Patrick Wood said that there is no plan for a TIF Director but the need remains. Breanna Henderson said that the Planning Department previously included funding for an economic development position. 3.6 Banner Poles Kevin Dunleavy said that there is enough space to accommodate a set of banner poles just south of the Main Street Bridge. Kevin said he would be likely issuing an RFP to include design and installation. Kevin said he may need to split up the request to include a design phase and installation phase. Charlie St. Clair asked what color would the poles be. Kevin Dunleavy thought that black was the preferred color but we could look at other colors. Kevin said there likely will be a long lead time and the poles and we would be looking at spring installation. 3.7 Colonial Theater Project Impacts on Canal Street No discussion. 4. NEW BUSINESS None 5. PUBLIC COMMENT None Breanna Henderson asked if any progress was made with the bike racks. Kevin said Amy from Parks and Recreation, Myles from MC Cycle and a DPW representative would be meeting to identify suitable locations this coming Thursday. 6. NEXT MEETING The next regular meeting is scheduled for October 9th at 10:00am at Laconia City Hall, Room 200B. 7. ADJOURNMENT Charlie St. Clair, made a motion to adjourn, Breanna Henderson seconded.
