CITY OF LACONIA DOWNTOWN TIF ADVISORY BOARD

5/24/2022 - Minutes
1. Call to Order
Chair: B. Neal called the meeting to order at 8:35.
2. Roll Call
The following members were present: Chris Condodemetraky, Breanna Neal, Charlie St. Clair, and Rob
Mora.

5. Acceptance of Minutes from Previous Meetings
Chair B. Neal: Asked if everyone had a chance to review the minutes and if anyone had any suggested
changes. No one requested any changes.
Chair B. Neal: Accepted the minutes as presented.
6. Discussion of Riverwalk
The board discussed the Riverwalk that was previously completed May 3rd.
Kerren Horn (Resident and abutter to Riverwalk): Inquired about timelines moving forward and how the
project could impact her property.
The board had discussion on how the Riverwalk project would move forward along with some limiting factors
such as engineering costs and ROW/easement issues.
In summary the board would like to proceed forward with the Riverwalk. Delineating the area moving from
Mill St across the pedestrian bridge going to Union Ave. Then moving southerly through Stewart Park and
(allowing for ADA on Union to Main) connecting to 480 Main St (Best Western) following the river and then
following the city sewer easement through Varney Court connecting to Lawrence St. After the connection
to Lawrence St the Riverwalk would then go down Monroe St, up Cooks Court, to Court St., then moving
westerly connecting to Fair St. As the Riverwalk moves down Fair St it would connect with the WOW Trail
and then separate and need to be delineated again moving down Water St. The committee would like to
reach out to Council for approval to use funds for the delineation (including painting of the trail), signage,
engineering, paving, and/or any site work that would be needed to complete this objective.
7. Discussion of TIF Activities
The board discussed what the current proposed TIF activities are and what they would like to have added to
the list. Members of the Public Jacob Crumb and Kerren Horn also contributed to the discussion. The
security of the downtown was discussed, and members would like to add Security Camera. The board
noted that guidance from the Police Department would be sought before moving forward with anything

security camera plans. The board also would like to complete a "Bridge Lighting Project" and move forward
with new banner poles.
The following were requested to be added to the Proposed TIF Activities:
Bridge Lighting
Security Cameras
Banner Poles
C. Condodemetraky voted to move forward with requesting the amendment to the Proposed TIF Activities.
C. St. Clair seconded the motion, and all voted in favor.
8. Adjournment
The Board scheduled its next meeting for June 28, 2022 @ 8:30 AM.
The meeting was adjourned at 9:30 AM.
