CITY OF LACONIA HERITAGE COMMISSION 5:00 PM City Hall - Armand A. Bolduc City Council Chamber Accepted November 15, 2023 8/9/2023 - Minutes 1. Call to order Chair Marjory Wilkinson called the meeting to order at 5:00p.m. 2. Salute to the flag Marjory Wilkinson led the pledge of Allegiance. 3. Roll call Members present: Mark Haines, Louis Kessin, Scott Ringer, Marjory Wilkinson, Catherine Tokarz Absent: Jane Whitehead 4. Recording secretary 4.l. Recording secretary Allison Ford 5. Staff in attendance 5.l. Staff in attendance Joe Gray - Code Enforcement Director 6. Acceptance of Minutes from previous meeting 6.I. Acceptance of June 14 minutes Chairperson Marjory Wilkinson assumed the motion for acceptance of the previous meeting minutes and with no corrections and no objection the minutes were declared accepted. 7. City Council Liaison Report Mark Haynes stated nothing new to report under the committee of government ordinances. He stated that the budget passed. Steven Bogert has been appointed by the City Council to fulfill the vacancy in ward 5. 8. Planning Board update The Planning Board currently has nothing new to report. 9. New business 9.I. 15 Park Street The Planning Board currently has nothing new to report. 9. New business 9.I. 15 Park Street Code Enforcement submitted a demo permit. Counsel Shawna Bentley of Wescott Law Office was in attendance on behalf Paugus Properties. Counsel gave a brief presentation and provided pictures of the house to everyone in attendance. Counsel discussed the reasons why the house is not worth saving such as the condition of the interior and exterior re: contractor grade interior and exterior finishes, age of no historical significance and the City of Laconia assessed value of the house. H.C. Members discussed salvaging certain items in the house re: sidelights, windows, doors, tin ceiling, etc. before demolition. Counsel stated that they could remove any of the items if they signed a waiver. Marjorie Wilkinson motioned a vote for demolition of 15 Park Street, Mark Haynes seconded, all voted in favor. 10. Old business 10.l. State School Conceptual Review Update No new information. 10.I. State School Conceptual Review update 10.II. Rules of Procedure Discussion Scott Ringer mentioned emailing between members before a work session in order to work on the Heritage Commission R.O.S. but pursuant RSA 91- A that cannot happen. Marjorie Wilkinson will find out more regarding this issue. 10.III. Demolition Fees update Members discussed the increase in demo fees previously passed but it is now stagnant. They will discuss it further at future meeting/s. 11. Public comment No one present. 12. Other business Trolley Rides Mark Haynes spoke about a recent Trolley Ride. He went on to discuss the Heritage Commission perhaps participating and helping them out. Marjory Wilkinson agreed to his proposal and stated that H.C. intends to help them next year. 13.
