CITY OF LACONIA HISTORIC DISTRICT COMMISSION 6:30 PM City Hall - Armand A. Bolduc City Council Chamber Accepted April 27, 2021 3/31/2021 - Minutes 1. Call to order Chair Tara Shore called the meeting to order at 6:35 PM 2. Roll call Members present: Laurel Briere, Sonya Misiaszek, Karl Reitz, Hillary Martin, Tara Shore Absent: Mark Haynes, Charlie St. Clair 3. Recording secretary Kalena Graham 4. Staff in attendance Planning Director Dean Trefethen 5. Acceptance of Minutes from previous meeting 5.I. Acceptance of minutes from February 23 Motion to accept the minutes from February 23 made by K. Reitz, H. Martin seconded. All voted in favor. 6. Public comment 7. New business 7.I. Discussion regarding Form Based Code K. Reitz thought the idea was interesting. Planning Director D. Trefethen and Chair T. Shore discussed the option of the expansion and the form based codes and how they would intertwine and help in the long run. It was asked where to go from here and Planning Director D. Trefethen noted that if the Commission wanted to move forward with it, they would make a motion to suggest the City study form based code over the next couple months then it would go to the Planning Board for public hearings and then to Council for review. After the discussion the Commission feels that the form based code would be an “and” and decided to continue with the expansion of the district. The Commission does not want to be the driving force behind the form based code but will back who ever does. Motion to have the Planning Dept pursue the form based code study made by H. Martin, S. Misiaszek seconded. K. Reitz discussed the options and feels that this Commission is limited to the Historic Overlay District (HOD) boundaries. All voted in favor. 7.II. Community education plan H. Martin asked the education plan be moved to next month as she hasn’t had a chance to work on it. She clarified what the Commission was looking for on the goals. 7.III. Local artists - list of 4 - reach out for a sample Chair T. Shore asked if someone would take on the task to collect names and samples. So far, Jill Trimble and Jim Belcher are two on the list. The goal is to find artists’ color rendition of the historic architecture of the City in hopes of supporting the Commission. Also, a plan of the district with 3D drawings of the main structures to pop out of the map. Currently there are 15 structures in Laconia that are on the National Register and 9 of those 15 are in the expansion and current HOD. S. Misiaszek explained how to search on the register’s website. L. Briere noted that Warren Huse is also a great contact for photos. 7.IV. Review of Planning Board presentation K. Reitz will present the expansion to the Board. K. Graham will send out the link of the meeting to the Commission. 8. Other business The Commission discussed the process and applications for the HOD. A suggestion of sending new owners a welcome card that briefly explains the Commission’s duties. Discussion ensued regarding pink buildings and some famous ones in the New England area. Char T. Shore brought up the United Baptist Church in Lakeport and that Wayne Hackett is working to find funding to save it. The structure needs a lot of work.
