City of Laconia – Human Relations Committee December 8, 2020 MINUTES I. CALL TO ORDER David Stamps welcomed everyone to the meeting of the Laconia Human Relations Committee. Committee member roll call was taken, a quorum was established, and the meeting was called to order at 3:04 pm. The Chair reviewed procedures related to public access to electronic meetings as required under Governor Sununu’s Emergency Order #12. II. ATTENDANCE Present – Mayor Andrew Hosmer, Chair David Stamps, Carol Pierce, Rev. Judith Wright, David Osman, Janet Simmon, Matt Soza, Margaret Donnelly, Kate Bruchacova, Dennis Bothamley and Carrie Chandler Excused – none III. APPROVAL OF MEETING MINUTES A motion was made by David Osman, seconded by Rev. Judith Wright, to accept the minutes of the November 10, 2020 Laconia Human Relations Committee meeting. A vote was taken and with one abstaining and no opposition the minutes were accepted as written. IV. FINANCES The LHRC account has a current balance of $3,398.62. A formal report will be provided at the January meeting. V. OLD BUSINESS Martin Luther King Jr Celebration Priorities for the Sub-Committee:  that people feel included  that people feel safe  provide a message of hope After much discussion, it was agreed that due to the pandemic, we will focus our efforts this year by spreading Dr. King’s message in print, utilizing the local newspaper. 1  David will reach out to the Daily Sun to ask for assistance with a MLK Day Project: o to feature an article with quotes and a link to Dr. King’s message o ask members of the community to submit a message or statement about what MLK day means to them personally. David will draft a statement for the paper on behalf of the group for committee review prior to submitting o Invite the community, homes and businesses to place a candle in their window the eve of MLK Day o letters to be published on MLK Day  Include Laconia Links and the LHRC facebook page Ideas for 2021 include:  King bags – acts of random kindness  Vigils – standing with candles, walking and/or car procession  Walk across a city bridge – include schools, clergy, invite community Thank you to the MLK Celebration Sub-Committee for their time and work on this effort! Homeless Taskforce Mayor Hosmer provided an update to include the next taskforce meeting is scheduled for 12/15 at 4pm - virtual meeting. This is a systemic problem that needs systemic solutions but locally based. Rev. Wright is attending on behalf of the LHRC. Others are welcome to join (David will send the meeting link). There are (3) workgroups: 1. Resources and gaps in our community 2. Establishing a peer model 3. Outreach to resolve housing instability The Mayor is working at the state level to give stronger focus to homelessness, advocate for funding and promote evidenced-based practices and leadership. The Housing First Model has been adopted by the VA which promotes housing stability with the premise that housing is key before other concerns can be adequately addressed, such as substance misuse. There will be a dinner on Christmas Eve at the Isiah 61 Café which the mayor and his family are hosting outdoors. Volunteers are welcome. Critical Incident Group The Mayor has started conversations with Police Chief Matt Canfield to review this idea; further discussion time is needed. Future of Laconia Human Relations Committee 2 Further discussion is needed regarding the future of the committee – what is our emphasis? – where are we going? To include further discussion related to understanding what a democracy is. Carol Pierce has ideas she would like to share at the January meeting. Community Events There will be a food drive on Saturday 12/11 at the Universalist Church in partnership with the Lyon’s Club where food items will be accepted from 12-3pm to benefit CAP. VI. NEW BUSINESS LHRC Membership for 2021 Please send an email to David Stamps if you wish to continue serving on the mayor’s committee. LHRC Election of Officer’s for 2021 The committee will vote at the January meeting. Please let David know if you are interested in the position of chair or recording secretary. VII. PUBLIC COMMENTS There was no one present for public comment. VII. ADJOURNMENT A motion was made by David Osman, seconded by Dennis Bothamley, to adjourn the meeting; and with no further business the meeting was adjourned at 4:21 pm by the Chair.
