October 15 , 2024 Meeting Minutes
I. CALL TO ORDER
Chair Patrick Wood welcomed everyone to the meeting of the Laconia Human
Relations Committee (LHRC). Committee member roll call was taken, a quorum
was established, and the meeting was called to order at 3:31 pm.
II. ATTENDANCE
Present – Chair Patrick Wood, Carol Pierce, David Osman, Matt Soza, Heather
Stanley, Kay Anderson, Faith Pakasuk, Richard Littlefield, Patricia Okinedo, Scott
Ringer, Seifu Ragassa and Carrie Chandler
Excused – Mayor Andrew Hosmer and Rev. Judith Wright
Zoom Guest – David Stamps
III. OLD BUSINESS
Minutes Approval – Motion was made by Matt Soza, seconded by Richard
Littlefield, to approve the September 9 th, 2024 LHRC meeting minutes; with no
further discussion , motion passed unanimously.
Sub-Committee Work:
Martin Luther King Jr Celebration
Venue is secured
2 days of movie viewing at Laconia Public Library
4 person panel is underway
Richard Littlefield will close things and lead the solidarity march
Discussion about tapping into Multicultural Festival monies
o David offered to bring this up at the next Board Meeting; may
not be needed due to available grant monies
o Without a director, festival future is unknown at this time
Endowment for Health Grant
Meeting was held in September
Lakes Region Mental Health –
o Human Library is on a waitlist; Library is not looking to take a
major role
o Been asked to work on a specific topic related to mental
health
Laconia Housing Authority – been asked to work on a specific
related topic
o Program related to housing needs and implications for
persons who do not see a need for additional housing
o Housing Authority owns 350 units; they have a voucher
waitlist for another 500 units (waitlist is twice as long as
available)
Pride Banner Proposal - No further action; not a priority for City Council.
Vigil/Signage - No further action.
Vision & Mission Statement – in future could review; clarify language
further.
Multicultural Festival
Board of Directors meeting planned
Will look at what to pay Director for 2024
Need to find a new Director as soon as possible
o Look at other event planners - Concord Festival did not
respond to email
o Need to establish an outside date to move forward with
festival; must have replacement in place
o Becky is documenting the process
o Becky may want to stay involved? To be discussed and
determined as soon as possible. Otherwise advertise
immediately. David will set up a meeting.
Non-Partisan Candidate Forum – successful event; the attendance was lower
than last time. Laconia Daily Sun did a great job with coverage.
IV. NEW BUSINESS
Financial Update – report from Glen Smith.
$2000 received from City
$1500 expended for Multicultural Festival
$300 commitment for police at Candidate Forum
Ideas/Concerns/Suggestions
Potential Endowment Project – “Mingle Café” idea that is occurring in once
a month in Dover; they meet to discuss a topic in a safe space (church) –
for example, “What kind of country do you want to live in?”
We need to get focused on the pride banner issue. Other major cities in
NH sponsor Pride Events (see list on State of NH government website).
We should involve the LGBTQ+ community in any discussion. Perhaps
have a meeting at Good Natured Smoothie. A committee was comprised
of David O, Scott, Carol and Seifu to flesh out ideas and reach out to
others about what works and doesn’t.
Holocaust Remembrance Event – Rabi Katz will be in town in November and a
planning meeting is scheduled for November 15.
V. PUBLIC COMMENTS
There was opportunity but no public comments.
VI. ADJOURNMENT
The Meeting was adjourned by the chair at 4:50 pm.
Due to Veterans Day, the next meeting is scheduled for Tuesday , November
12 th, 2024, room 200A, at 3:30 pm also via Zoom.

Public Comment –
The public is invited to offer their opinions. Initially, they will be limited to four minutes until all have had an
opportunity to speak. Each person is constrained to their time period or to ask questions of the committee.
Everyone is expected to speak respectfully.
If on Zoom, the public will be visible but muted until unmuted by the chair. Members of the public wishing
to speak will use the “raise hand” option.

III. OLD BUSINESS
Minutes Approval – Minutes of the August 12, 2024 Laconia Human Relations
Committee meeting were approved as corrected.

Next meeting scheduled for 9/19/24

Multicultural Festival
The festival was very successful:
o There were a few less vendors but enough
o Entertainment was great
o Food was superb
o Great weather (thankfully)
o Becky did an outstanding job once again!
Rev. Judith will contact Len to schedule a meeting to recap the
event and start planning for 2025; Carrie will join the committee.
o Various opinions for ways to reinvent Multicultural Day were
expressed. Anyone interested is welcome to join the
committee.
o Approximately $10,000 balance remains.
o Replacing Becky soon is priority.
Job description is needed
Becky is putting together a binder for her replacement.
A recognition will be planned.
IV. NEW BUSINESS
Non-Partisan Candidate Forum – sponsored by the Social Justice Committee of
the Unitarian Universalist Church at the Belknap Mill (3rd floor) on October 10th
from 6:45-9 pm. House, Senate and Executive Council candidates invited.
Request was made by Rev. Judith a to give monies for police presence. A
motion was made by Carrie Chandler, seconded by Matt Soza, to authorize
funds in the amount not to exceed $300 to secure police at the event; with no
further discussion, the motion passed unanimously.
Ideas/Concerns/Suggestions – a discussion was focused on the duty of the
committee to education ourselves and others particularly around the issues of
racism. A main objective is to build trust and that begins at the LHRC level.
Some ways to address this include:
Borrow an expert from “the Human Library” to learn what is and is not
acceptable. Society is not doing enough. What more can we do to reach
fear and ignorance?
Implicit Bias Programs that are community based
o Perhaps opportunity to use grant money
How to take what we discuss as a committee to others in the community?
Readings that would benefit members.
Panel discussion – invite the public, Q&A, challenges, what is acceptable
and not.
Unhoused Population – concern about making it illegal to be homeless; mental
illness persists (mental health court). Pat will speak with Mayor Hosmer and
invite Daisy Pierce to our next meeting to talk about the issue.
Holocaust Remembrance Event – Pat will reach out to Rabi Katz to confirm.
