NOTE: Authority Member, Paul Gaudet joined the meeting at 4:05 pm. Also present: Dave Emerson, and Eric Tierno Absent: Authority Member, Russ Dumais Minutes of Meeting: Chairman Engler opened the meeting at 4:02 pm, noting that there were seven board members present, constituting a quorum. 1. Action on approval of 4/20/2017 meeting minutes: MOTION: Upon a motion by Mr. Eddy, seconded by Mr. Moran, the minutes of the April 20, 2017 meeting were unanimously approved. 2. Public Input: There was none. 3. Finance Report:  Review Report – Mr. Moran conducted a lengthy discussion regarding the finance report. Note: Direction was given regarding the format/ending date of the report – the report needs to be shown as ending the previous month. Also, deferred AIP payments need to be shown on the report.  A discussion took place regarding the Airport Improvement Projects report, as well as the status of the Land Sales and Timber Sales.  2 4. Operations Report:  Much of this topic had already been discussed in the Finance Report regarding the State Block Grant Projects/Airport Improvement Projects, specifically the ongoing Pavement Maintenance and Marking – Phase II (R/W 26 Seal Coating; T/W Crack Sealing; Airfield Pavement Marking); Install Runway Distance Remaining Signs on Runway 8/26. Further information included: This project began May 30th, and completed, for now, on June 4th. The incidents of rain presented an obstacle due to much of the work requiring dry pavement. However, the seal-coating, crack sealing, and most of the pavement marking was completed. The remainder of the marking will be done during nighttime work in July. The RDR signs will be installed in September, after Labor Day.  More discussion of the status of SBG-12 and Taxiway E Extension took place.  The Timber/logging operation is underway.  The first mowing of the Runway/Taxiway edges around the signs and lights has occurred.  A discussion took place regarding the potential Local Improvement Projects. NOTE: Local Improvement Projects (LIP) are the airport’s Capital Improvement Projects separate from the federally funded Airport Improvement Projects. The LIP are funded from the Operations budget. 5. Old Business: A. 192 Lily Pond Road (Belknap County Sportsmen’s’ Association) – the Land Release Request (LRR) is still with the FAA; it has been posted for public comment. When we receive notice/approval from the FAA, we will be able to execute the Purchase and Sale Agreement with the Belknap County Sportsmen’s Association. B. 240 Lily Pond Road – The logging operation began on Wednesday, the 21st of June, and should be completed in 2-3 weeks. C. State Block Grant Projects Update (NOTE: Discussion regarding these projects occurred during the Finance and Operations Reports) 1. SBG-11: Pavement Maintenance and Marking – Phase II (R/W 26 Seal Coating; T/W Crack Sealing; Airfield Pavement Marking); Install Runway Distance Remaining Signs on Runway 8/26. 2. SBG-12: Conduct Environmental Assessment 3. Taxiway E Extension D. Touch-a-truck/plane report – Mr. Davis presented a report regarding the event, indicating that it was “time well spent” for the first time around. E. The restaurant, Kitchen Cravings, is under new ownership. We have a new twenty- five year lease agreement with the new owner, reviewable in ten years. F. A discussion occurred regarding the Town of Gilford’s pending amendment of their Outdoor Special Events Regulations. Gilford Fire Department is seeking oversight of these events for safety purposes.  3 6. New Business A. Town of Gilford Recycle Center & Access Road  Item 1: The Town is seeking approval of a Return of Highway Layout for the right-of-way section of what we know as “Dump Road” – the roadway belongs to the airport, and the Town has an easement over the roadway to access the Recycle Center. The Town is seeking to re-classify the section of road from a Class VI to a Class V for the purpose of ensuring the Town’s legal authority to (a) maintain the road; (b) regulate its use in accordance with State law; (c) provide liability insurance to the extent necessary; (d) enable the Town to receive maintenance funds from the State as part of the Highway Block grant program; and (e) ensure the public has a right of travel. MOTION: Upon a motion by Ms. Gifford, seconded by Mr. Moran, approval was granted by a vote of 5 in favor, 0 opposed, with Mr. Eddy abstaining, to the Town of Gilford for a highway layout for the right-of-way connecting Kimball Road and the Town’s Recycle Center to be re-classified as a Class V Highway.  Item 2: The Town is seeking permission to remove an earthen “hump” (currently a tree-covered sand hill) due to the slopes not being stable if they limit their work to the Gilford side only. NOTE: Concern was expressed regarding the finished project of removing the earthen “hump”, as to whether a distinction/boundary would be in place between airport property and the Town’s property. Currently, the hill is the obstacle preventing wheeled traffic along the fence/property line. It will be necessary to preserve a visible, attractive boundary, both to prevent traffic along the fence line and to prevent traffic into the Recycle Center during closed hours. It was mentioned that the project is still in the design phase, and this concern will be addressed. MOTION: Upon a motion by Ms. Gifford, seconded by Mr. Moran, approval was granted by a vote of 5 in favor, 0 opposed, with Mr. Eddy abstaining, for the Town of Gilford to remove an earthen “hump” consisting of a sandy mixture of silt and gravel located along both sides of the Town/City boundary line where the airport and the Town’s Recycle Center are located. MOTION: Upon a motion by Commissioner DeVoy, seconded by Ms. Gifford, approval was given by a vote of 5 in favor, 0 opposed, with Mr. Eddy abstaining, to direct the Airport Manager to inquire of the City of Laconia’s DPW as to whether that agency has an interest in the material that is proposed to be removed. If the City’s DPW is not interested, the Town of Gilford is responsible to dispose of the material as desired.  4 B. Lawn mower purchase – the Manager was directed to look into the possibility of renting as needed, as opposed to purchasing a mower. C. Airport Sign – once again, this was tabled until next month. 8.
