LACONIA AIRPORT AUTHORITY 65 AVIATION DRIVE GILFORD, NH 03249 (603)524-5003 * FAX (603)528-0428 www.laconiaairport.com RECORD OF MEETING Thursday, August 20, 2020, 4:00 PM Airport Terminal 65 Aviation Drive, Gilford, NH _________________________________________________________________________________ PRESENT: Clerk, Robert Glendening; Treasurer, William Moran; Authority Member, Paul Gaudet, Jr. Authority Member, Eric Tierno; Authority Member, Dale Crumb ABSENT: Chairman, Mayor Andrew Hosmer; Vice Chairman, Gilford Selectman, Dale Chan Eddy; Belknap County Commissioner, David DeVoy Guests: John Gorham, Lee Avery, Drew Gillett, and Andrey Vegger Meeting Minutes: Mr. Glendening called the meeting to order at 4:09 pm. I. Action on approval of July 16, 2020 meeting minutes: MOTION: Upon a motion by Mr. Tierno with second by Mr. Gaudet the minutes of the July 16, 2020 meeting of the LAA were approved as submitted by the recording secretary by a vote of five (5) yes and zero (0) no. II. Public Input: There was none. III. Finance Report: Treasurer Moran led a discussion regarding the status of the Authority’s finances. IV. Old Business A. AIP Projects Update 1. SBG – 15 Obstruction Removal On and Off Airport – process is ongoing in gathering of information, contacting property owners, and permitting to put the project out to bid. 2. SBG – 16 Pavement Maintenance and Marking – still hoping to get this in after Labor Day – weather dependent, and timing of the return of the grant offer. B. Subcommittee Reports 1. Land Development – Jacobs will produce a layout plan that would include DAE’s and SBI’s proposals on each end of the layout. Then we would enlist the services of Steve Smith to establish the meets and bounds of the designated area for development. 2. Snow Removal RFP – The Request for Bids is being finalized. V. New Business A. Proposed Budget – The budget proposal was reviewed and discussed. MOTION: Upon a motion by Mr. Crumb with second by Mr. Gaudet the proposed budget for the fiscal year July 1, 2020 to June 30, 2021 was approved by a vote of five (5) yes, and zero (0) no. B. Chart Supplement – Mr. Moran proposed some additions/revisions to LCI’s Chart Supplement as follows: - DELETE Airport Remarks: General Previous Value: FOR ON-FIELD RESTAURANT VIA CONTROLLED GATE. CONTACT AIRPORT MANAGER FOR ACCESS. ADD Airport Remarks: General New Value: CAUTION, RISING TERRAIN 5,000FT SOUTH OF AIRPORT. ADD Airport Remarks: General New Value: CAUTION, LOCKE'S HILL 500FT TERRAIN MARKED WITH 2 RED BEACONS, 1.2NM EAST OF AIRPORT. ADD Airport Remarks: General New Value: VOLUNTARY NOISE ABATEMENT PROCEDURE: AVOID OVERFLYING VARNEY POINT 1NM NORTHEAST OF AIRPORT. SEE LACONIA AIRPORT WEBSITE FOR DETAILS. ADD Airport Remarks: General New Value: RUNWAY 26 DESIGNATED CALM WIND RUNWAY. By consensus, the additions/revisions were approved to be submitted to the FAA to publish in the chart supplement. C. Grant Offer – SBG 16 – Authorization is needed for Chairman Hosmer to sign the Grant Offer on behalf of the Laconia Airport Authority. MOTION: Upon a motion by Mr. Tierno with second by Mr. Moran authorization was granted for the Chair, Mayor Hosmer, to sign State Block Grant Offer SBG-09-16-20, Airfield Pavement Maintenance and Marking (Aprons, approx. 60,000 SY) on behalf of the Laconia Airport Authority by a vote of five (5) yes and zero (0) no. D. Re-zoning of 2 Airport Road – Our tenant, UHW Properties Inc, is having trouble attracting tenants due to the cost of acquiring a waiver for a commercial operation in an industrial zone. He has approached the Town of Gilford’s Planning Dept. to explore the possibility of having the zoning changed from industrial to commercial, understanding that a vote by the town next March is required. He is asking for the LAA’s thoughts regarding this issue. By consensus, it was determined that the LAA does not object to a re- zoning of that property. E. Moody Property – The property at 9 Lily Pond Road which is owned by Evelyn Moody is going to be made available for sale. We are being made aware of this in case we would be interested in purchasing the property. After some discussion, it was decided that the LAA would not seek to purchase the property at this time. F. Tree Trimming – Our red maple trees in the circle at the front of the terminal were damaged this spring by the unusually hot and dry weather we experienced and have not recovered. Upon seeking advice from an arborist, it was recommended that pruning/cutting back of the branches be performed with the hope that the trees will recover next spring. Also, the ornamental apple trees on either end of the terminal need to be pruned. The manager is seeking approval to spend $2,100.00 to have this work done. MOTION: Upon a motion by Mr. Glendening, with second by Mr. Moran, approval was granted to spend $2,100.00 to have the trees pruned by a qualified arborist by a vote of five (5) yes, and zero (0) no. VI. Next Meeting: September 17 , 2020 VII. There being no further business to discuss, the meeting was adjourned at 5:03 pm.
