AGENDA:
I. Welcome new LAA member!
- The Appointive Agency convened September 14 and appointed Kim Weeks
to the Laconia Airport Authority. Ms. Weeks was unable to attend this
meeting due to a previous engagement.
II. Action on Approval of 8/20/2020 Meeting minutes.
MOTION: Upon a motion by Mr. Glendening, seconded by Mr. Tierno, the minutes
of the August 20, 2020 meeting of the Laconia Airport Authority were approved by
roll call vote:

III. Public Input
- Mr. Vegger informed the Authority of the sale of his hangar to Mr.
Dumais. He explained that he will be given three months to close his
operation and move his inventory out of the hangar.
- Mr. Dumais then gave a presentation of his company and his
intentions as to the use and occupancy of the hangar.
IV. Finance Report: Mr. Moran led a discussion regarding the Authority’s
finances.
V. Old Business
A. AIP Projects Update
- John Gorham of Jacobs Engineering presented an update regarding the
Authority’s Airport Improvement Projects:
SBG 14 – Txy E Extension: Proceeding to close-out project.
SBG 15 – Obstruction Removal (Trees): Proceeding to Request for
Bids; hoping to begin work in January.
SBG 16 – Slurry seal and paint Apron and IP Lot; awaiting grant
approval – weather a factor as to when the work can be
done.
B. Subcommittee Reports
a. Land Development
– Mr. Tierno reported on the progress of the committee.
b. Snow Removal RFP
- A lengthy discussion ensued regarding the entire snow removal
operation.
NOTE: Mr. DeVoy left the meeting at 5:05 pm.
C. Land Lease Rates
- A discussion occurred regarding land lease rates. It was decided
that further discussion was necessary, therefore a special meeting was
scheduled for Wednesday, September 23, 2020 at 4 pm, which would
include a tour of the airfield.
D. Traffic Pattern Change
- The NHDOT Bureau of Aeronautics informed the airport of the
necessary procedure to change the traffic pattern for Runway 26 back to a
left pattern: A form 7480-1 would need to be submitted to the FAA; the
airport can then send out communications to all possible organizations
(FBOs, signage, website, NHPA, AOPA, etc.). Since it will take time for
the 7480-1 to process and it is unknown when the change will be official, a
NOTAM can be issued, then a soft date to change the traffic pattern
direction by NOTAM.
1. After submitting the 7480-1, send out a communication that
effective “x” date LCI will be switching to left traffic pattern for Ry 26.
2. Request NOTAM to change Ry 26 traffic pattern to left hand.
NOTAM can usually be requested and published no earlier the 3 days before their
effective date.
3. Once the FAA processes the 7480-1 (many months away) and
LCI’s master record is updated to reflect the left-hand Ry 26, remove the
NOTAM.
It is likely impossible to time the changeover in a way that all the
publications hit at the same time. There will be some gaps since the FAA
controls so much of the changeover process and, as we have seen, does
“0” communicating. Early communication from LCI with a possible
NOTAM is probably our best bet.
- The manager stated that the 7480-1 was submitted September 10, 2020
and that a “soft date” has been chosen: TUESDAY, OCTOBER 13, 2020.
NOTE: THIS DATE HAS BEEN MOVED TO NOVEMBER 3, 2020
VI. New Business
A. The manager will need to submit a request for a non-aeronautical use of
a hangar for AutoServ’s hangar to be used for a campaign appearance of
the VPOTUS.
