The Chairman called the meeting to order at 1603L. AGENDA: 1. Action on Approval of 2/24/2022 Meeting minutes : Without objection, the Chairman declared the minutes of the February 24, 2022, meeting accepted as presented. NOTE: Mr. Spanos joined the meeting at 1610L. 2. Public Input – There was no public input. 3. Review of Finances – A general discussion took place regarding the financial report. 4. Old Business a. AIP Projects Update – Mr. Gorham provided an update on the AIP projects currently underway. i. SBG 15 – Obstruction removal – Awaiting favorable weather and ground conditions; most likely to be performed next winter. ii. Perimeter Fence preliminary planning – The grant application has been submitted for Phase 1: Design, Permitting, and Bidding. iii. Bipartisan Infrastructure Law ( BIL) Airport Terminals Program – Mr. Gorham discussed the BIL – its impact on LCI and the conditions related to accessing the funds. b. Conceptual Site Plan Proposal for Hangar Development and Access Road – Mr. Tsantoulis of DuBois & King presented a preliminary site plan proposal for LCI’s Land Development plan which led to a lengthy discussion.  A preliminary meeting is scheduled for Tuesday, March 29, 2022, to present the plan to the town’s Director of Planning and Land Use. NOTE: Ms. Weeks left the meeting at 1654L, and Mr. Spanos left the meeting at 1700L. c. Discussion: Fuel Flowage Fee/Landing Fee – A discussion took place regarding whether to increase the fuel flowage fee and/or institute a landing fee for certain aircraft. The issue arose as a result of the need to cover the cost of purchasing and applying runway deicing materials. No decision was made as the Chairman was desirous of all board members being present for such a decision. 5. New Business – There was none. 6. Other Business – There was none. 7. Next Scheduled Meeting: April 21st, 2022 (It was noted that the Agenda that was provided listed the next meeting date as the 15th; that was incorrect – unless otherwise announced, the LAA meets the third Thursday of each month.) 8. Adjournment : Without objection, the Chairman declared the meeting adjourned at 1712L.
