AGENDA: 1. Action on Approval of 9/15/2022 meeting minutes as submitted. MOTION: Upon a motion by Mr. Eddy, with second by Mr. Tierno, the minutes of the September 15, 2022, meeting were unanimously approved as submitted. 2. Public Input – There was none. 3. Review of Finances – The manager led a discussion regarding the finances. 4. AIP Projects Update a. SBG 15 – Obstruction removal – Mr. Gorham informed the Board that the contractor, a Jacobs engineer, and the manager will be planning to meet with the off-airport property owners and abutters to communicate to them the extent of the clearing. Also, the need to provide notification to the Town and City officials to make them aware of the potential for citizen concerns. b. Perimeter Fence – The grant offer is scheduled for review by Governor and Council on November 2, 2022. 5. Old Business a. Crosswinds Development Subcom Update – Mr. Tierno, as Chairman of the subcommittee, provided a report from the meeting that occurred on the 12th of October. b. Emergency Generator Update – The manager informed the Board of a change of plans: The existing natural gas (NG) line that feeds the terminal building from Aviation Drive is not large enough to handle the volume needed to operate the generator. The cost of replacing that line with a larger one would be approximately $12,000. An alternative is to use Liquid Propane (LP) which would require the installation of two 1,000 lb. tanks adjacent to the generator for an estimated cost of $3,200. In the ensuing discussion it was also pointed out that having a supply of fuel on hand in a catastrophic event would be favorable to having to depend on a reliable supply of NG. 6. New Business a. The Chairman suggested that due to LAA member Mr. Gaudet not being able to attend the monthly meetings, he should be removed from the board. The manager will follow up with an ad in the local paper for a prospective candidate. 7. Other Business – There was none. 8. Next Scheduled Meeting: November 17 , 2022 9. The Chair adjourned the meeting at 17:00L.
